Science and Decisions Center

The USGS Science and Decisions Center (SDC) is an interdisciplinary organization advancing the use of science in natural resource decision making. The Center focuses on research and applications in three science areas: decision science (adaptive management and structured decision making), ecosystem services, and resilience/sustainability. The Center works with partners in DOI and other government agencies, universities, and nongovernmental organizations to develop methods, capacity, and institutional structures to integrate science more effectively with resource management. SDC and its partners examine resource management issues in a context that links physical, biological, and socioeconomic systems, and accounts for uncertainty in system behaviors and the effects of management.

This comprehensive database describes the core attributes of quantification tools developed for market-based conservation in the United States. It encompasses tools designed for compensatory mitigation, non-compensatory mitigation, and voluntary conservation/restoration programs. The dataset consists of 107 tools. Each tool's features are described using 33 attributes related to general, technical, and ecological/geographic details. This database was first published in 2018. Version 2.0 expands upon the original database by including tools developed for compensatory mitigation under the Clean Water Act section 404 regulatory program. General Abstract/Purpose (70 words): Data were collected to assist in cost-benefit analysis of flood mitigation actions that could be taken by the U.S. and Canada to prevent structural damage and associated costs and losses in future flood conditions, including conditions worse than the historical record flooding in spring of 2011. Data were commissioned to revise or fill gaps in estimates from structural damage modeling software commonly used for depth-damage economic assessments of flood impacts.
