Biomass could be a renewable source of energy and chemicals that would not add CO2 to the atmosphere. It will become economically competitive as its cost decreases relative to energy costs, and biotechnology is expected to accelerate this trend by increasing biomass productivity. Pressure to slow global warming may also make biomass more attractive. Substantial dependence on biomass would entail massive changes in land use, risking serious reductions in biodiversity through destruction of habitat for native species. One promising application of biotechnology is in making the production of energy and chemical products from plants ("biomass") practical. Applications include new markets for crops and reduction of wastes by using field residues or "wastelands" as feedstocks in biomass energy production. In addition, engineered crops could synthesize complex compounds. However, conversion to widespread use of biomass could have undersirable impacts. For example, changes in cropping practices may reduce wildlife populations or disrupt food chains. The electric utilities of North America have become ever more interconnected via transmission facilities, largely to insure reliability. Current policy discussions regarding transmission include calls for improved access, increased capacity, and deregulation to facilitate trade in electric power. From an environmental perspective, two issues have been notably absent in much of the debate: (1) a recognition of the full range of environmental impacts related to electricity transmission; and (2) the potential for end-use efficiency to address the reliability and economy requirements that motivate attention to transmission.
