Irrigationimpoundments, canals, drainage ditches, irrigated fields, and the incidental wetlandscreated by irrigation and drainage, provide valuable habitat for birdsin and around Delta, Utah. A multi-level nonlinear optimization procedure was utilized to develop an array of strategies for the most cost-effective salinity control program for the Upper Colorado River Basin. Cost effectiveness functions were developed for each point source control project for the major canals, aggregate laterals and selected on-farm improvements in each agricultural area designated in Public Law: 93-320. Marginal cost analysis showed that a cost-effective Upper Basin salinity control program would cost $30 million annual and remove 1.2 million megagrams of salt each year. The Upper Colorado River Basin contains appreciable amounts of undeveloped coal, oil shale, and uranium resources, which are important in the national energy demand system. A mathematical model which simulates the salt and water exchange phase of potential fuel conversions has been developed based on a subbasin analysis identifying available mineral and water resources. Potential energy developments are evaluated with respect to the resulting impacts upon both the quantity and salinity of the waters in the Colorado River.
