In order to step up its efforts in reducing climate change, the European Commission (hereafter: the Commission) has launched in June 2000 its European climate change program (hereafter: ECCP). This wide-ranging stakeholder consultation aimed at identifying and developing all elements necessary for a European climate change strategy. The ECCP formally came to a close in April 2003. This paper analyses the inner workings of ECCP, and how ECCP has delivered with regard to its objectives. During the past three years, working with more than 150 organizations representing public and private stakeholders, EPRI has developed the Electricity Technology Roadmap. The Roadmap identifies several major strategic challenges that must be successfully addressed to ensure a sustainable future in which electricity continues to play an important role in economic growth. Articulation of these anticipated trends and challenges requires a detailed understanding of the role and importance of reliable electricity in different sectors of the economy. The opportunities for long term energy efficiency improvement in industry have been studied. Three studies are described. The first study was directed at making a preliminary survey of technologies that might reduce the end-use demand of industrial processes on the long term. The second study focused on the development of a methodology to make a more profound analysis of the long term potential. The third study describes a database for energy efficient technologies. It is concluded that, after technologies that are currently technically feasible have been implemented, there still exists a considerable (new) potential for improvement.

This paper compares five methods to calculate CO2 intensity (g/kWh) of power generation, based on different ways to take into account combined heat and power generation. It was found that the method chosen can have a large impact on the CO2 intensity for countries with relatively large amounts of combined heat and power plants. Of the analysed countries, the difference in CO2 intensities is found to be especially large for Russia, Germany and Italy (82%, 31% and 20% differences in 2007, respectively, for CO2 intensity of total power generation). Eight major industrial processes areresponsible for over 50% of industrial energy consumption in most countries. The energy efficiency of these processes was determined in a number of countries, with appropriate corrections for structural differences between countries. It is shown that considerable differences occur between countries, but that manufacturing industry in Eastern Europe in general is less efficient than in EU countries. In all cases efficiency is worse than what is technically and economically feasible. International comparisons provide information on energy efficiency differences, insight into technological differences between countries and into costs requirements for efficiency improvements.
