Dramatic growth has occurred and is continuing in the southwestern states that rely in part on the River for their water supplies. California has long taken more water than it is due under its entitlement. Nevada is close to its full entitlement of water from the River and its projected growth rates are staggering, far in excess of entitlement amounts. Arizona does not yet need its full entitlements, and the Central Arizona Project, the primary method allowing Arizona to receive water from the River, is in serious financial trouble.
