In 2005, the US Fish and Wildlife Service began requiring that State Fish and Wildlife Agencies have an approved Wildlife Action Plan (WAP) to receive State Wildlife Grants. The Louisiana Department of Wildlife and Fisheries (LDWF) developed priority areas called Conservation Opportunity Areas (COAs) as part of their 2015 WAP (Holcomb et al. 2015). Developing COAs is recognized by the Association of Fish and Wildlife Agencies (AFWA 2012) as a best practice for targeting WAP implementation. The original process used by LDWF and their partners to define the COA boundaries relied primarily on defining and overlaying range maps for Species of Greatest Conservation Need (SGCN) listed in the WAP and resulted in 30 COAs....
