We enhanced the agro-hydrologic VegET model to include snow accumulation and melt processes and the separation of runoff into surface runoff and deep drainage. Driven by global weather datasets and parameterized by land surface phenology (LSP), the enhanced VegET model was implemented in the cloud to simulate daily soil moisture (SM), actual evapotranspiration (ETa), and runoff (R) for the conterminous United States (CONUS) and the Greater Horn of Africa (GHA). In large river ecosystems, the timing, extent, duration and frequency of floodplain inundation greatly affect the quality of fish and wildlife habitat and the supply of important ecosystem goods and services. Seasonal high flows provide connectivity from the river to the floodplain, and seasonal inundation of the floodplain governs ecosystem structure and function. This project will create a targeted and easily understandable guide to tools that support landscape-level planning in the face of climate change for NPLCC partners. The guide will build on previous NPLCC research on decision support needs with an emphasis on tools currently in use in the region. A survey of NPLCC partners will discover who is currently using or planning to use tools in the region, tools they are using, how well these tools are meeting their needs, and regional and outside experts engaged in tool use. Additional tools research will provide information on tools not currently in use in the region that could also provide needed functionality.

The evaluation of historical water use in the Upper Rio Grande Basin (URGB), United States and Mexico, using Landsat-derived actual evapotranspiration (ETa) from 1986 to 2015 is presented here as the first study of its kind to apply satellite observations to quantify long-term, basin-wide crop consumptive use in a large basin. The rich archive of Landsat imagery combined with the Operational Simplified Surface Energy Balance (SSEBop) model was used to estimate and map ETa across the basin and over irrigated fields for historical characterization of water-use dynamics.
