Between May and November 2005, the Peel Watershed Planning Commission (PWPC) held public consultation sessions in Mayo, Dawson City, Old Crow, Fort McPherson and Whitehorse for the purposes of gathering interests and issues related to land use planning in the Peel watershed planning region. Over thirty formal presentations and numerous comments were made to the Commission during these sessions.--2

Given the increasing politicization of indigenous peoples and today's climate of "enlightened" race relations, many states are seeking to restructure their relationship with the aboriginal populations within their borders. In Canada, efforts are underway to develop processes that more fully and fairly incorporate aboriginal people into the Canadian state. These efforts are intended to empower First Nation people by granting them a significant role in the governance of their own lands and people. The original Management Plan for the Wilderness Preserve and Habitat Protection Area was approved in 2004 by the Vuntut Gwitchin First Nation, North Yukon Renewable Resources Council, and Yukon Government. This updated version of the plan was reviewed, edited and approved by the members of the Committee of Management Agencies, with representatives from Vuntut Gwitchin Government, North Yukon Renewable Resources Council, Yukon Government and Fisheries and Oceans Canada. The content of the plan has been updated, but no substantive changes were made during this review. TThe Mayo Region Climate Change Adaptation Plan is based on a collaborative process that draws on the experience and knowledge of residents and integrates it with scientific expertise. The plan is primarily intended as a resource for community use and to support other planning and decision-making processes in the study area.

The purpose of this report is to summarize the history of human‐bear interactions in the vicinity of the Congdon Creek campground between 1976 and 2013. The goal is to trace the development of the campground as well as an adjacent solid waste landfill and document, to the extent possible, the number and variety of human‐bear interactions that have occurred in the area over the last 37 years. This will serve as useful background information as we proceed with our experimental removal of soapberry bushes in the immediate campground area and will help determine if the number of human‐bear conflicts in the area is affected by removing natural attractants within the campground.

This Plan provides management direction for land and resources in the Peel Watershed Planning Region. An earlier version of this Plan was produced by a public planning commission through Chapter 11 of the Yukon First Nation Final Agreements (PWPC 2011).
