PURPOSE: The implementation of a management plan is proposed in order to address military uses, economic development, recreation, wildlife habitat, and access in association with the use of the Fort Wainwright Maneuver Area in Alaska. The maneuver area, commonly known as the Yukon Maneuver Area, is a tract of approximately 248,000 acres in the Fairbanks North Star Borough southeast of the city of Fairbanks. Although the importance of aboriginal knowledge, values and perspectives in sustainable development has been recognised for many decades, worldwide examples exist showing that aboriginal involvement is less then effective. How and where to include aboriginal needs and goals has however been problematic. Ultimately, aboriginal forest values need to be considered with scientific strategies and their role and compatibility with forest conditions needs to be explored. Canada is dominated by remote wilderness areas that make important conservation contributions, but are currently only protected de facto by their inaccessibility. Mechanisms for the identification and formal protection of such areas can help ensure that they continue to function naturally and provide essential ecosystem services. The Yellowstone to Yukon Conservation Initiative (Y2Y) is developing a reserve design to maintain avian biodiversity throughout the Rocky and Mackenzie Mountains. My study identified core areas of high quality bird breeding habitat in the region that represented broad habitat types important to mountain bird communities. I prioritized habitat using existing bird survey data to develop statistical models for a group of focal birds. The models predicted the probability of each bird's occurrence throughout Y2Y based on biophysical factors and anthropogenic stressors. Cumulative effects management requires understanding the environmental impacts of development and finding the right balance between social, economic, and environmental objectives. We explored the use of choice experiments to elicit preferences for competing social, economic, and ecological outcomes in order to rank land and resource development options. The experiments were applied in the Southeast Yukon, a remote and resource rich region in Northern Canada with a relatively large aboriginal population.
