As an Alaska conservation unit that has been significantly expanded by the Alaska National Interest Lands Conservation Act of 1980 (ANILCA), Denali faces the additional responsibility of acknowledging that its management of controversial issues affects how other wilderness areas are managed throughout the state. The US Forest Service is responsible for restoring, sustaining, and enhancing forests and grasslands while providing and sustaining benefits to the American people. Because of these responsibilities, federal scientists and land managers are tasked with reducing the negative effects of climate change on ecosystem function and services, while promoting and enabling beneficial aspects (US Forest Service 2008, 2009).
Results-based/adaptive management approaches to planning and managing resources in British Columbia are replacing zoning/prescription based approaches. This thesis expands on the adaptive management concept mentioned in the natural gas pre-tenure plans (PTPs) in the Muskwa-Kechika Management Area (M-KMA). A six-step adaptive management framework (AMF) is developed and tested by comparing its steps to those taken to vary an existing zoning/prescription based pretenure plan. The results support recommendations for the use of the AMF for updating existing and preparing new pre-tenure plans in the M-KMA area. A number of characteristics, unique to northern Canada, have together resulted in the adoption of fundamentally different processes for establishing protected areas in that region from those traditionally utilised in the south. Governmental recognition of these characteristics, in combination with the 1993 settlement of the Yukon Umbrella Final Agreement (UFA) comprehensive land claim, has led to the development of unique arrangements in the Yukon for protected area co-management by state and aboriginal interests. I examined ecosystem management (EM) using questionnaires from 46 state and territorial wildlife agencies and interviews in 11 states. Political culture, agency traditions, and other bureaucratic factors were examined to seek differences in wildlife conservation practices within organizations and to determine which influenced EM adoption. Twenty-two of 46 states claimed to be using EM; most adopted it in the early to middle 1990s. Socioeconomic and political factors (14 potentially affecting agency operations and 18 presumed to influence EM adoption) could not be linked to EM adoption. This thesis uses a literature review of protected areas selection, park management, comprehensive regional land use planning, and cumulative environmental effects and assessment to develop a methodology that identifies areas with concentrations of social and/or ecological values in and around northern national parks. The proposed methodology involves two stages. First, a database of values is developed by taking an inventory of social and ecological values through extensive literature reviews, interviews, and consultation with the public.
