Description: The upper Gila River in New Mexico is one of the few unobstructed rivers in the Colorado River Basin with largely intact native fish populations, including four federally listed and one state listed species.Freshwater systems throughout the West continue to be threatened by human encroachment and water development. Methodologies or decision support tools to evaluate resource management practices that foster an understanding of how fish species adapt to the effects of climate change are critical to future resource management planning.

The Omnibus Public Land Management Act of 2009 (Public Law 111-11) was passed into law on March 30, 2009. Sub-title F of the law, also known as the SECURE (Science and Engineering to Comprehensively Understand and Responsibly Enhance) Water Act, calls for the establishment of a “national water availability and use assessment program” in the U.S. Geological Survey (USGS). In the drier, mid- and low-elevation portions of the Southern Rockies LCC, Fremont cottonwood represents the only native vegetation of tall stature, and cottonwood-dominated woodlands provide critical habitat for a large array of neotropical migratory birds and other animals. These woodlands likely dominated alluvial reaches of all streams where a snowmelt-driven spring flood was the major factor driving geomorphic and vegetation dynamics. The Colorado River is a crucial water source for millions of people in the Southwest. Warming temperatures, clearly documented in climate records for the Colorado River basin, are having an impact on the amount of annual streamflow yielded from rain and snow. Recent work has revealed that warming temperatures have played an increasingly important role over the past decades, both exacerbating droughts and dampening the effects of wet winters on high stream flows. Freshwater systems are critically imperiled and continue to be threatened by human encroachment and water development. The upper Gila River in New Mexico is one of the last unobstructed rivers in the Colorado River basin with a mostly intact native fish fauna, including two federally listed and one state-listed fish species. Kansas State University will develop methodologies or decision support tools to assess or evaluate current or existing resource management practices to learn and adapt to the effects of climate change on fish species. The researchers will investigate how the connectivity of the Gila River habitat impacts the fish population with respect to the behavior of native and non-native species.

For the purposes of the Human Factors of Water Availability project the muncipal sector includes the USGS Water Use Program categories of Public Supply and Domestic. Data that can be used to estimate water demand for the muncipal sector including water rates and demographics for the City of Denver and Mesa County, Colorado are provided here as examples. Economic Census data are included to understand the productivity of areas in the commercial sector. Water service area boundaries are useful to consider and in the future we hope to improve this type of dataset with additional metadata about service area, such as governance, or other characteristics.

This project will build upon a recently completed synthesis product for the Southwest and review and analyze vulnerability assessments of aquatic species and habitats within the Southern Rockies Landscape Conservation Cooperative. Southwestern riparian systems support a disproportionate amount of the regional biodiversity and are likely to be strongly affected by changes in climate with a concordant disproportionate effect on surrounding landscapes and features. The project will result in recommendations for a decision support platform that links coarse and fine scale tools and for improving the Colorado River Simulation System (CRSS) as the central analytical tool for basinwide water supply planning. The data in this data release are from an effort focused on understanding social vulnerability to water insecurity, resiliency demonstrated by institutions, and conflict or crisis around water resource management. This data release focuses on the conflict in crisis aspects of work. To characterize crisis a dual-prong, qualitative triangulation was used to identify and provide context for water conflict and other water-related events in the Colorado River Basin. Executive Summary: Our project combined field surveys of fish communities and habitat characteristics with estimates of population genetic structure to identify and evaluate critical factors influencing fish communities in the Gila River basin of New Mexico. Fish communities were structured along a strong habitat gradient associated with stream size, with distinct differences in the distribution of native and nonnative fishes. Nonnative warm-water species generally occurred in mainstem habitats, whereas coldwater nonnative salmonids occurred in high elevation tributaries.
