The threats and anthropogenic influences on conservation are often global in scale (e.g., climate change, invasive species, etc), however, the relevant decisions and actions to conserve natural areas and ecosystem services occur within unique jurisdictions. Thus, the socio-ecological complexity of these problems requires collaboration across large spatial areas and diverse community interests. This study quantitatively explores whether land cover changes have a substantive impact on simulated streamflow within the tropical island setting of Puerto Rico. The Precipitation Runoff Modeling System (PRMS) was used to compare streamflow simulations based on five static parameterizations of land cover with those based on dynamically varying parameters derived from four land cover scenes for the period 1953-2012. The PRMS simulations based on static land cover illustrated consistent differences in simulated streamflow across the island. An urgent problem that we, the Caribbean conservation community, need to address is how best to allocate scarce resources to conservation initiatives directed at cays. Caribbean cays are both culturally and ecologically valuable, but are highly vulnerable to climate change, sea level rise, invasive species, and human uses, including recreational and residential development. In terms of climate change impacts and sea level rise, a few low-lying coralline and mangrove cays have already become partially or completely submerged such as one in the area of Guayanilla, Puerto Rico, monitored by the US Fish and Wildlife Service (USFWS) from 1991 until it’s submergence in 2004. In the United States, many resources devoted to conservation are routed through states, but animal and plant populations do not conform to state boundaries. Consequently, neighboring states can enhance their collective conservation impact by coordinating natural resources management. The Florida Fish and Wildlife Conservation Commission (FWC) has been heavily involved in contributing to and shaping the three LCC’s that include Florida, with special emphasis on the Peninsular Florida Landscape Conservation Cooperative (PFLCC), which falls entirely within the state of Florida. Substantial resources from multiple partners will be required to establish and maintain the PFLCC. FWC will partner with the Service and through this Cooperative Agreement will work in collaboration with the Service to assume roles and responsibilities of the Science Coordinator and Communication Coordinator for the PFLCC.

The California Invasive Plant Council (Cal-IPC) developed a “risk mapping” approach that combines comprehensive distribution maps with maps of current and future suitable range to show where each (invasive) species is likely to spread. The distribution maps are based on a new dataset created through a major campaign to collect expert opinion data from local resource managers across the state. From this dataset, Cal-IPC recently completed risk maps and management recommendations for 43 invasive plant species in the Sierra Nevada. The assessment will provide a science-based strategic design for prioritizing where conservation efforts are most needed for high-value biodiversity conservation at the landscape-level and offer insights on conservation actions practical for implementation. The assessment will include an evaluation of high-value biodiversity, hydro-ecological processes, protected areas, landscape connectivity, and climate change adaptation. Executive summary: Tamarisk control and removal has become a priority of riparian ecosystem management, due in part to its potential negative impacts on stream flow and groundwater recharge. Among the most controversial, and potentially most effective tamarisk control approaches is the introduction of the tamarisk leaf beetle, Diorhabda carinulata. To better understand the motivations of landowners, specifically farmers, to participate in programs that improve wildlife habitat and water quality in the region. The LCC is working with U.S. Geological Survey to evaluate factors influencing landowners’ enrollment in U.S. Department of Agriculture programs that improve water quality by reducing sedimentation and nutrient loading, and, landowners’ incentives to enter into sustainable agricultural systems.
