Addressing the question what the probability is of an anthropogenically induced change in the climate, leads to a number of other, underlying questions. These questions, which deal with the characteristics of climate, of climatic change, and of probabilistic statements on climatic change, should be adressed first. The long-term objective of the underlying study, i.e., a quantitative assessment of the risks and opportunities of the predicted climatic change, sets the context against which these questions should be answered. In addition, this context induces extra questions, i.e., about the characteristics of risk.
This report surveys the definitions of reserve services used in several countries and regions of Europe and the United States that have implemented competitive electricity markets. It also compares the technical specifications of these services. The systems considered are Great Britain, PJM, California, Spain, The Netherlands, Germany, France, Belgium as well as UCTE as a whole.

PAGER-CAT incorporates eight global earthquake catalogs and additional auxiliary data to provide comprehensive information for hypocentral locations, magnitudes, and human fatalities, focal mechanisms, the country of origin or the distance to the nearest landmass, local time and day of week, presence of secondary effects (e.g., tsunami, landslide, fire, or liquefaction) and deaths caused by these effects, the number of buildings damaged or destroyed, and the number of people injured or left homeless. The first version of the catalog contains more than 140 fields in which detailed event information can be recorded and currently includes events from 1900 through December 2007, with emphasis on earthquakes since 1973.

The aim of the Lifestyle project is to analyse the CO 2 emission reduction potential of lifestyle change. The analysis is carried out by examining the direct and the indirect energy contents of the average Dutch household consumption. An overview of the past developments of Dutch sector energy intensities is produced and its consequences for the average household energy requirement are studied. Also differences in energy requirement related to differences in lifestyle are assessed. Calculations of the Dutch household expenditure survey has resulted in an overview of the energy requirement per income and spending subcategory. The correlations between some relevant household factors are determined and discussed.
The effects of 120 days of high-intensity (80-kV/m) 60-Hz electric field exposure on hematologic constituents were investigated using a three-generation design including 135 field-exposed and 135 sham-exposed male Sprague-Dawley rats. Statistical tests performed included the multivariate analysis of variance, the univariate analysis of variance, and tests of simple effects. Total white cell count, lymphocyte count, and eosinophil count were significantly lower in field-exposed subjects; however, none of the red cell parameters differed significantly. The observed hematologic variations related to the exposure of a high-intensity electric field are consistent with those observed in animals responding to a mild stressor.

High-temporal resolution meteorological output from the Parallel Climate Model (PCM) is used to assess changes in wildland fire danger across the western United States due to climatic changes projected in the 21st century. A business-as-usual scenario incorporating changing greenhouse gas and aerosol concentrations until the year 2089 is compared to a 1975 - 1996 base period. We have developed a state-scale version of the MARKAL energy optimization model, commonly used to model energy policy at the US national scale and internationally. We apply the model to address state-scale impacts of a renewable electricity standard (RES) and a carbon tax in one southeastern state, Georgia. Biomass is the lowest cost option for large-scale renewable generation in Georgia; we find that electricity can be generated from biomass co-firing at existing coal plants for a marginal cost above baseline of 0.2-2.2 cents/kWh and from dedicated biomass facilities for 3.0-5.5 cents/kWh above baseline.
