Many governments mandate the blending of biofuels with fossil fuel supplies. The paper raises the possibility that some firms might choose not to respect such mandates, and cites the UK's experience, where a buyout of the obligation is possible. A simple economic framework is then used to explore some implications of mandate buyouts, including situations when buyouts and road-fuel-tax rebates are applied together. Finally, it discusses the design of buyout-mandate schemes that could release raw materials from biofuel production, following a future world food price shock.
The USGS Wyoming-Montana Water Science Center (WY–MT WSC) completed a report (Sando and McCarthy, 2018) documenting methods for peak-flow frequency analysis following implementation of the Bulletin 17C guidelines. The methods are used to provide estimates of peak-flow quantiles for 50-, 42.9-, 20-, 10-, 4-, 2-, 1-, 0.5-, and 0.2-percent annual exceedance probabilities (AEPs) for selected streamgages operated by the WY–MT WSC. This data release presents peak-flow frequency analyses for selected streamgages in and near the Milk River Basin, Montana, that were based on methods described by Sando and McCarthy (2018).

It is important to note that just because an area has high mineral potential does not mean it will be developed. There are several factors that go into starting up a mining endeavor. Also areas with high mineral potential inside protected areas are not likely to be developed.

This assessment raster is used to answer management questions (MQs) about where conservation elements (CEs) overlap with change agents (CAs). This is a basic footprint assessment of anthropogenic features (urban development, roads, etc) intersect with natural resources (CEs). It does not model actual response of the CEs to the CAs; those more complex issues are addressed in different MQs and through different models. These rasters represent plant cover during each of the first five growing seasons after fire in the area burned in the 2015 Soda wildfire. Specifically included cover layers are annual herbaceous, perennial herbaceous, shrub, exotic annual grass, and bareground. Training data for each year was collected via grid-point intercept monitoring between April and August. Empirical Bayesian Kriging Regression (EBK regression) was then used to interpolate field training data and create continuous maps of cover. Accuracy for rasters was assessed via independent test data sets collected on the same landscape.

This is land use and land coverage digital data collected by the U.S. Geological Survey. The data was converted to an ARC/INFO coverage by the Environmental Protection Agency. The individual coverages were merged by the USGS to form a single coverage. This theme was created specifically for the National Coal Resource Assessment in the Northern Rocky Mountains and Great Plains Region.

This layer was created from the Ecological Systems Map (ESM+, also called DSL Land) to highlight a number of habitat types specifically. We used the Summarize Zones function in ArcMap along with the Protected Areas Dataset and the ESM+ layer to identify the extent and protection status of all ecological systems (macrogroup level) across the 4 northeast states of NY, VT, NH, and ME. Bedded trona (Na2CO=-NaHCO=.214,0) in the lacustrine Green River Formation of Eocene age in the Green River Basin, southwest Wyomin~ constitutes the largest known resource of natural sodium carbonate in the world, in this study, 116 gigatons (Gt) of trona ore are estimated to be present in 22 beds, ranging from 1.2 to 11 meters (m) in thickness. Of this total, 69 Gt of trona ore are estimated to be in beds containing less than 2 percent halite and 47 Gt in beds containing 2 or more percent halite.
