ABSTRACT Nebraska is well endowed with water, particularly groundwater, but has few fossil fuel reserves. However, it is located adjacent to states which have almost no water but have enormous quantities of coal and oil shale. Recent court cases facilitate the movement of water from water-rich states such as Nebraska to water-short states, such as Colorado and Wyoming. Construction of major dam projects in the Western States requires a re-examination of Indian water rights. Roughly analogous to the nineteenth century problem of Indian land rights, the twentieth century issue of Indian water rights has shifted from water ownership to its best use. Conflicts exist between the western water law of prior appropriation and the Indian rights to the water. The United States Supreme Court addressed the issue in Winters v. United States by holding that the Indian rights controlled over state law. The first part of this paper presented an ab initio exposition of the development-focused end-useoriented service-directed (DEFENDUS) approach to energy planning. In this approach, the future demand for any source of energy is estimated on the basis of the energy services required and the efficiency with which these are provided. To meet this demand, the costs per unit of the available energy-supply/saving technologies are estimated and a least-cost mix of options identified. Oil spill response, whether planned by government agencies, oil spill cooperatives or individual companies, can be planned and carried out with the goal of minimizing ecological impacts, not merely removing visible oil. Two oil spill cooperatives on the west coast are implementing such planning. First, a coastal survey was conducted in the cooperative's area of responsibility. Physical processes and habitat types were examined. Oil spill cleanup guidelines were written for each habitat type. Biologically sensitive areas, those sites most vulnerable to oil spill impacts, were identified. These layers represent the Public Land Survey System (PLSS) polygonal data that were joined to Rights-of-Way (ROW) tabular data queried from LR2000 on the highest resolution legal land description available. It contains the merged PLSS intersected feature class containing all aliquot parts for the LR2000 query dissolved on case serial numbers. LR2000 data without corresponding PLSS data will not yield geospatial data. Each of the four map layers represent 'AUTHORIZED', 'PENDING', 'CLOSED', & 'EXPIRED' case dispositions. Low-lying public lands along the northern Gulf of Mexico coast are vulnerable to sea-level rise. Coastal planners and resource managers in the region have requested customized information that can be used to concisely communicate local sea-level rise scenarios and identify potential impacts to the missions of management agencies. The main objective of this paper is to analyze the role of policy support schemes and planning systems for inducing offshore wind power development in Sweden. Specifically, it highlights the different types of economic, political and planning-related conditions that face offshore wind power investors in Sweden, and provides brief comparisons to the corresponding investment conditions in Denmark, Norway and the UK. Habitat modeling offers an approach to understanding some management problems of desert tortoises (Gopherus agassizii) and to focusing new research efforts. Modeling can provide (1) a method to organize existing information, (2) a means to identify whether physical habitat or some factor outside the scope of the habitat model is limiting populations, (3) a method to integrate habitat into resource development planning, and (4) a mechanism for focusing research on missing species-habitat information. This polygon feature class represents the spatial extent and boundaries for existing BLM Land Use Planning Area (LUPA) polygons. Land Use Planning Areas are geographic areas within which the BLM will make decisions during a land use planning effort. Land Use Planning Area Boundaries shift from an "in-progress" status and become Existing Land Use Planning Areas when the Land Use Plan has been approvided and a Record of Decision Date has been established. Landscape capability (LC) models are a spatial tool with potential applications in conservation planning. We used survey data to validate LC models as predictors of occurrence and abundance at broad and fine scales for American woodcock (Scolopax minor) and ruffed grouse (Bonasa umbellus). Landscape capability models were reliable predictors of occurrence but were less indicative of relative abundance at route (11.5–14.6 km) and point scales (0.5–1 km). As predictors of occurrence, LC models had high sensitivity (0.71–0.93) and were accurate (0.71–0.88) and precise (0.88 and 0.92 for woodcock and grouse, respectively).
