Empirical evidence from a semiarid watershed of the southwestern United States (Verde River basin, Arizona) indicated that abundance and species richness of mixed deciduous riparian forests varied in a curvilinear and quantifiable fashion as a function of stream flow parameters. Three indicators of riparian abundance?foliage area, stem basal area and stand width?increased most significantly with growing season flow volume, a surrogate indicator of riparian water availability. Tree species richness varied in a bell curve fashion with flood size, with the greatest richness occurring at streams with intermediate flood magnitudes. A two-dimensional hydrodynamic model was applied to seven study reaches in the Colorado River within Grand Canyon to examine how operation of Glen Canyon Dam has affected availability of suitable shoreline habitat and dispersal of juvenile humpback chub (Gila cypha). Suitable shoreline habitat typically declined with increasing discharges above 226?425m3/ s, although the response varied among modelled reaches and was strongly dependent on local morphology. We review published analyses of the effects of climate change on goods and services provided by freshwater ecosystems in the United States. Climate-induced changes must be assessed in the context of massive anthropogenic changes in water quantity and quality resulting from altered patterns of land use, water withdrawal, and species invasions; these may dwarf or exacerbate climate-induced changes. This paper details a case study of economic and natural system responses to alternative water management policies in the Cache La Poudre River basin, Colorado, 1980?1994. The case study is presented to highlight the value and application of a conceptual integration of economic, salmonid population, physical habitat, and water allocation models. Five alternative regimes, all intended to increase low winter flows, were investigated. Habitat enhancements created by alternative regimes were translated to population responses and economic benefits. In 1998, the Quaker Neck Dam was removed from the Neuse River near Goldsboro, North Carolina, restoring access to more than 120 km of potential main-stem spawning habitat and 1,488 km of potential tributary spawning habitat to anadromous fishes. We used plankton sampling and standardized electrofishing to examine the extent to which anadromous fishes utilized this restored spawning habitat in 2003 and 2004. ABSTRACT: The U.S. Endangered Species Act (ESA) restricts federal agencies from carrying out actions that jeopardize the continued existence of any endangered species. The U.S. Supreme Court has emphasized that the language of the ESA and its amendments permits few exceptions to the requirement to give endangered species the highest priority. This paper estimates economic costs associated with one measure for increasing instream flows to meet critical habitat requirements of the endangered Rio Grande silvery minnow.
