PURPOSE: Alternatives for the planning and management of 6.7 million acres of public lands and resources administered by the Bureau of Land Management (BLM), Eastern Interior and Central Yukon field offices, Alaska are proposed. The lands covered by the proposed Resource Management Plan (RMP) include the White Mountains National Recreation Area (NRA), Steese National Conservation Area (NCA), Fortymile area, three wild and scenic rivers, and lands in the upper Black River and greater Fairbanks area currently not included in a land use plan. While the planning area is bounded by the Elliott and Dalton Highways on the West, the Alaska Highway on the South, and has the Steese and Taylor Highways within its boundaries,...
There are three key drivers of the biodiversity crisis: (1) the well known existing threats to biodiversity such as habitat loss, invasive pest species and resource exploitation; (2) direct effects of climate-change, such as on coastal and high elevation communities and coral reefs; and (3) the interaction between existing threats and climate-change. The third driver is set to accelerate the biodiversity crisis beyond the impacts of the first and second drivers in isolation. In this review we assess these interactions, and suggest the policy and management responses that are needed to minimise their impacts. Renewed management and policy action that address known threats to biodiversity could substantially diminish...

Climate change is no longer debated in the context of whether or not it is occurring, but rather in the context of how rapid and extensive that change will be. This is the global situation to which the biomes of national parks in Canada and the United States must adapt. Through the use of the MC1 Dynamic Global Vegetation Model (DGVM) this thesis constructs projections of possible vegetation response of ten biome classifications to the impacts of continental-scale climate change in seven regions: Atlantic, Great Lakes, Mountain, Northern, Pacific, Prairie, and Southern. It then analyzes the potential ways in which DGVMs can be utilized by park management schemes in accommodating for future climate change in the...

The forests of Tanana River Basin in Interior Alaska have a history of disturbance. Four issues reflecting forest disturbance, important to include in current management strategies for these lands, were researched: (1) disturbance history of the Tanana Valley; (2) Alaska Interagency Fire Management Plan: a case study; (3) prescribed natural fire in Alaska: possibilities and complexities; and (4) past use of prescribed fire in white spruce: a summary with particular reference to Alaska. Through researching historical archives, conducting field visits, interviewing land and fire managers and reviewing current planning documents, I reached four major conclusions: (1) there is lack of use of historical facts regarding...

The integration of indigenous knowledge with state wildlife management goals poses risks of distortion and erroneous translation. Technical or methodological challenges can further distort this integration. Nevertheless, there are many documented instances of successful co-management of wildlife resources. This critical analysis of co-management focuses on a case study of the Ruby Range Sheep Steering Committee in the southwest Yukon. While much indigenous knowledge was collected about Dall sheep, this knowledge, even when expressed in a scientifically compatibile way, was not integrated into wildlife management. This is attributed to underlying political issues.

Natural resource planning and management in British Columbia is increasingly a challenging task. Community, First Nation, and non-traditional resource user groups are now demanding a much greater role in decision making. Simultaneously, growing awareness of the interrelated nature of environmental problems highlights the need for a more integrated analytical perspective. In this context, the ability to cope with diverse values and high levels of uncertainty is an essential attribute of effective approaches to natural resource planning and management. Traditional analysis techniques, procedures and institutions are hampered by an inability to address conflicting and multiple value judgments, a failure to acknowledge...

PURPOSE: The construction of transit-related improvements to develop transportation access and infrastructure at both the Northern and Southern areas of the Hatcher Pass Recreational Area located 55 miles north of Anchorage, Alaska is proposed. Hatcher Pass is a popular year-round recreational area in the Matanuska-Susitna Borough (MSB) that has experienced a steady annual increase in visitation numbers over the last decade and an increase of 34 percent between 2008 and 2009. Current recreational use of the areas includes Nordic and Alpine skiing, snowboarding, all-terrain vehicle and snowmobile use, mountain biking, hiking, mountain racing, sledding, hunting, horseback riding, berry picking, and paragliding. Both...
Adaptation in forestry is sustainable forest management that includes a climate change focus. Climate change over the next 100 years is expected to have significant impacts on forest ecosystems. The forestry community needs to evaluate the long-term effects of climate change on forests and determine what the community might do now and in the future to respond to this threat. Management can influence the timing and direction of forest adaptation at selected locations, but in many situations society will have to adjust to however forests adapt. Adapting to climate change in the face of the uncertain timing of impacts means we must have a suite of readily available options. A high priority will be coping with and adapting...
