This layer is based on the Approved Acquisition Boundary maintained by the USFWS Division of Realty and modified by Pek Pum of the San Diego National Wildlife Refuge Complex. Â The Approved Acquisition Boundary was broken into two units: Â the Otay-Sweetwater Unit and the Vernal Pools Stewardship Project.AbstractThis data describes the Approved Acquisition Boundary of National Wildlife Refuges in Region 8 where the environmental planning process, an Executive Order, or other governmental act has concluded that the land within the boundary would benefit the conservation of wildlife. An approved refuge boundary only designates those lands which the Fish and Wildlife Service has authority to acquire and/or manage through...
This article evaluates drought scenarios of the Upper Colorado River basin (UCRB) considering multiple drought variables for the past 500 years and positions the current drought in terms of the magnitude and frequency. Drought characteristics were developed considering water-year data of UCRB’s streamflow, and basin-wide averages of the Palmer Hydrological Drought Index (PHDI) and the Palmer Z Index. Streamflow and drought indices were reconstructed for the last 500 years using a principal component regression model based on tree-ring data. The reconstructed streamflow showed higher variability as compared with reconstructed PHDI and reconstructed Palmer Z Index. The magnitude and severity of all droughts were...

Ecoregional assessment portfolios of priority conservation areas for all ecoregions intersecting Washington. This includes terrestrial, freshwater, marine, and integrated portfolios that were developed for each ecoregional assessment.
By replacing fossil fuels bioenergy has the potential to reduce greenhouse gas (GHG) emissions, but indirect effects might partly or even completely eliminate this benefit. Production of bio-energy products, such as biofuels for transport, causes several indirect effects through their interactions with the global economic and physical systems. Indirect land-use change leads to GHG emissions – in some cases in the same order of magnitude as the fossil emissions – and loss of nature, but there are other relevant indirect effects as well. Intensification of agricultural production is another indirect effect and could be stimulated more to minimise the undesirable land conversion. However, intensification through increased...
Natural gas plays a key role in our nation’s clean energy future. Recent advances in drilling technologies—including horizontal drilling and hydraulic fracturing—have made vast reserves of natural gas economically recoverable in the US. Responsible development of America’s oil and gas resources offers important economic, energy security, and environmental benefits. Hydraulic fracturing is a well stimulation technique used to maximize production of oil and natural gas in unconventional reservoirs, such as shale, coalbeds, and tight sands. During hydraulic fracturing, specially engineered fluids containing chemical additives and proppant are pumped under high pressure into the well to create and hold open fractures...
The British offshore windfarm programme presages the emergence of Britain as more of a leader than a laggard in renewables, the latter being the status it has hitherto endured in comparison to countries such as Denmark, Germany and Spain. Britain looks increasingly likely to exceed 20% of electricity being supplied from renewable energy by 2020, provided there continues to be adequate financial incentives for renewable energy. This turnaround is associated with increased British concerns about energy dependence on imported natural gas as well as pressure from EU legislation. However there are many planning pressures that countervail the drive for offshore wind power. British planning policy on offshore wind is distinctive...
ABSTRACT Nebraska is well endowed with water, particularly groundwater, but has few fossil fuel reserves. However, it is located adjacent to states which have almost no water but have enormous quantities of coal and oil shale. Recent court cases facilitate the movement of water from water-rich states such as Nebraska to water-short states, such as Colorado and Wyoming. The possibility of an energy-water partnership exists and raise numerous policy questions. Within Nebraska, energy consumption patterns are similar to those of the nation's, with consumption of electricity in the agricultural sector growing fastest. Water consumption in the state is dominated by agriculture, and future development of groundwater for...
Construction of major dam projects in the Western States requires a re-examination of Indian water rights. Roughly analogous to the nineteenth century problem of Indian land rights, the twentieth century issue of Indian water rights has shifted from water ownership to its best use. Conflicts exist between the western water law of prior appropriation and the Indian rights to the water. The United States Supreme Court addressed the issue in Winters v. United States by holding that the Indian rights controlled over state law. However, the standard for measuring the quantity of water reserved to the Indians was not determined, subsequently causing much conflict. Although the Winters doctrine grants rights to the American...
The first part of this paper presented an ab initio exposition of the development-focused end-useoriented service-directed (DEFENDUS) approach to energy planning. In this approach, the future demand for any source of energy is estimated on the basis of the energy services required and the efficiency with which these are provided. To meet this demand, the costs per unit of the available energy-supply/saving technologies are estimated and a least-cost mix of options identified. In this second part, some of the energy studies for which the DEFENDUS method has been used are described to demonstrate that its applicability is not confined to a particular region or source of energy. These studies include: electricity for...

Based on the need to reduce CO2 emissions and minimize energy dependency, the EU Member States have set ambitious energy policies goals and have developed respective, specific regulations, in order to improve the energy performance of the building sector. Thus, specific measures regarding the buildings’ envelope, the use of efficient HVAC technologies and the integration of renewable energy systems are being constantly studied and promoted. The effective combination of these three main aspects will consequently result in maximum energy efficiency. Germany has played a key role in this development, with intensive work focusing in the improvement of the energy behaviour of the residential building stock. In this paper,...

Oil spill response, whether planned by government agencies, oil spill cooperatives or individual companies, can be planned and carried out with the goal of minimizing ecological impacts, not merely removing visible oil. Two oil spill cooperatives on the west coast are implementing such planning. First, a coastal survey was conducted in the cooperative's area of responsibility. Physical processes and habitat types were examined. Oil spill cleanup guidelines were written for each habitat type. Biologically sensitive areas, those sites most vulnerable to oil spill impacts, were identified. Strategies were developed to protect most sensitive areas, i.e., prevent spilled oil from reaching them. Protection is the preferred...

These layers represent the Public Land Survey System (PLSS) polygonal data that were joined to Rights-of-Way (ROW) tabular data queried from LR2000 on the highest resolution legal land description available. It contains the merged PLSS intersected feature class containing all aliquot parts for the LR2000 query dissolved on case serial numbers. LR2000 data without corresponding PLSS data will not yield geospatial data. Each of the four map layers represent 'AUTHORIZED', 'PENDING', 'CLOSED', & 'EXPIRED' case dispositions. The Not Matched Table show the unmatched records from the LR2000 to PLSS process described in the "ROW Data Processing Report". LR2000 data without corresponding legal land description PLSS data...

Low-lying public lands along the northern Gulf of Mexico coast are vulnerable to sea-level rise. Coastal planners and resource managers in the region have requested customized information that can be used to concisely communicate local sea-level rise scenarios and identify potential impacts to the missions of management agencies. In this project, researchers will work with the Northern Gulf of Mexico Sentinel Site Cooperative to develop fact sheets outlining potential sea-level rise scenarios for the region through 2100, and the potential impacts of these varying amounts of sea-level rise on the missions of national wildlife refuge and national park lands along the U.S. Gulf Coast. Researchers will draw from existing...

Conservation Opportunity Areas were developed for the Comprehensive Wildlife Conservation Strategy to help identify priority areas for conservation actions that directly benefit wildlife and habitats. These are areas in which conservation actions would best meet the needs of Strategy species and habitats. These areas are generally either areas of high biodiversity or areas with unique habitat values. The data set is also published in the Oregon Department of Fish and Wildlife's data portal, here:https://nrimp.dfw.state.or.us/DataClearinghouse/default.aspx?p=202&XMLname=897.xml
