For the past six years, the Bureau of Reclamation (BOR) has funded the USGS to study fish responses to restoration efforts and to construct a model relating stream habitat with fish population dynamics in the Methow River Basin, a tributary of the Columbia River. In the proposed study, we will use fish growth, distribution and movement (USGS data), foodweb data (Idaho State University), river flow (BOR data that we will expand) and water temperature data (from numerous agencies) to develop spatially-explicit bioenergetics models to assess effects of climate change on the viability of resident salmonid populations based on models being developed by USGS. The bioenergetics models will integrate such things as climate-change...

We propose a collaborative project with the USGS, Wyoming State Climate Office, USFWS, USFS, and the NPS whereby we will assemble and maintain long-term records of climate from key stations in and around the Great Northern LCC and subject these records to a rigorous series of QA/QC procedures. Where appropriate we will use best available practices to infill missing data, and we will develop station histories (e.g., details of station moves, instrumentation changes, etc.) as a context for interpreting these records. We will then rigorously analyze patterns of long-term (50-100 years) variability and trends in these datasets, and provide summaries designed to meet the needs of non-climate specialists working in the...

WGFD has a quantity of GPS-based animal movement data available for processing. In order to fully integrate this data into existing statewide migration route data layers and/or to use it to develop modeled migration corridor data layers, it must be reviewed, organized appropriately, analyzed, modeled and finally structured to allow seamless integration. The objective of this proposal is to review and examine the data, organize it meaningfully, and present it initially in combination with existing migration routes in order to represent generalized big game migration corridors across the landscapes of Wyoming. This is anticipated as a “first look” product, and serve as a basis for future work to more fully analyze...

This project will apply the results of an on-going climate change vulnerability assessment to the management of two complex landscapes. The vulnerability assessment project team will work with mangers, land-owners, and conservation practitioners to explore 1) how downscaled climate datasets, modeled vegetation changes, and information on estimated species sensitivities can be used to develop climate change adaptation strategies, and 2) how model results and datasets can be made more useful for informing the management of species and landscapes. To accomplish these two goals, we will prepare datasets and model outputs for two landscapespotentially, the Pioneer Mountains-Craters of the Moon region in Idaho and the...

Greater sage-grouse genetic connectivity is essential to the species persistence across the Great Northern landscape; without such connectivity the greater sage-grouse may suffer the same fate as many other related species of grouse, which disappeared from the middle and eastern portion of the United States due to loss of habitat coupled with inbreeding depression. To prevent isolation in the face of energy development and other landscape changes it is essential that we evaluate both fine-scale connectivity and assign relative importance to different leks (breeding populations) on the landscape. This massive task cannot be accomplished with existing tools and maps; fortunately, advanced molecular genomic analyses...

Landscape simulation modeling will be used to develop detailed management guidelines for restoring and sustaining whitebark pine under future climates, accounting for the principal stressors that threaten its persistence (exotic disease infections, mountain pine beetles, and fire exclusion policies). We will build on existing work, including the 2012 publication A Range-Wide Restoration Strategy for Whitebark Pine Forests and existing simulation areas within critical whitebark pine habitat. This project will create a robust and trans-boundary set of management tools for creating resistant and resilient whitebark pine forests within the Rocky Mountains, USA and Canada.FY2013Objectives:We propose to use FireBGCv2...

The Pacific Region National Wildlife Refuge System developed a strategic approach to identify region-wide land/habitat conservation priorities. This approach was piloted in the Columbia Plateau Ecoregion and resulted in a high-level landscape-scale conservation design. Working closely with conservation partners in the region, we developed a data management and analysis model that builds from existing data sets and can be shared easily with other partners.FY20122012 Objectives: Document a case study on implementing strategic conservation design for the refuge system, which can serve as a model and be applied to other geographic areas Develop a clear picture of landscape scale priorities in the Columbia Plateau, along...

We will develop an approach to identify fire refugia in Rocky Mountain ecosystems of the U.S. and Canada then test the function of refugia for biodiversity conservation under current and future climate/fire scenarios. Our products will be designed to inform decision-making in land/easement acquisition, identification of critical areas for maintaining landscape and process connectivity/permeability, and extension of the temporal context for spatial conservation decision making. The approach will be testable for transferability to other locations and ecosystems.FY2013Objectives:The proposed project will provide a science application for focused resource conservation by developing and testing the concept of refugia...

This project aims to provide large landscape practitioners of the U.S. Northern Rockies with a decision support tool for prioritizing conservation action to mitigate road impacts on wildlife corridors. We will overlay analyses of corridor network centrality with analyses of wildlife-vehicle collision risk to identify where high-importance corridors meet high-impact road segments. Our findings will establish a rigorous, transparent basis for focusing road mitigation efforts where they will yield the greatest benefits to region-wide connectivity, and will be conveyed in the form of web-based map tools, a comprehensive written report, and a workshop for large landscape practitioners. Objectives:The primary objective...

This project will integrate the shared priorities developed by the Arid Lands Initiative (ALI) in the Columbia Plateau ecoregion into implementation mechanisms of existing and new ALI partners. The project will finalize the ALIs comprehensive strategy by assessing and agreeing on which partners are best positioned to implement which priority actions in which priority areas, integrate these priorities into existing partner work, identify gaps that new partners need to be engaged to address, design 1-2 ALI projects for collaborative implementation, and track and adapt the overall implementation efforts. This project will not only allow the ALI to successfully transition from planning to coordinated action, but will...

This region-wide coordinated bird monitoring program, supported by state, federal, tribal, nongovernmental organizations, and two statewide bird conservation partnerships, is designed to provide spatially-referenced baseline data for science-based biological planning and conservation design for the Great Northern LCC and its partners that is directly comparable with other landscapes and BCRs. We are requesting a third year of funding to continue sampling in BCR10 Montana and Idaho to enhance our ability to make robust inference to bird populations on grassland, shrublands, and riparian systems. These data currently are being used by project partners to develop spatially-explicit models that will allow assessment...

The results of this proposed project would provide the first comprehensive identification of fisher distribution in the northern Rocky Mountains, which may serve as a baseline for identifying population trends and changes in distribution over time.A species distribution model will be constructed, using field data collected to date, that relates fisher presence observations to environmental variables (i.e., spring snow cover, minimum spring temperatures, annual rainfall, topographic position, elevation, and others). These environmental predictors will provide an indication of the contemporary distribution and environmental requirements of the species in the northern Rocky Mountains. Down-scaled global climate models...

Our 2010 statewide connectivity analysis identified broad-scale priority areas for connectivity conservation. More detailed, finer-scale analyses will give land managers the information they need to begin prioritizing and implementing conservation actions. The Columbia Plateau (Appendix A, Fig. 1) was selected for the first ecoregional-scale analysis for two reasons. First, several climate models suggest that the Columbia Plateau Ecoregion in Washington is likely to be a stronghold of shrubsteppe ecosystems under climate change. Second, despite the high level of habitat loss and fragmentation in the ecoregion, our statewide analysis identified previously undocumented patterns and opportunities for multiple-species...

Despite extensive knowledge and data surrounding the status and threats to Yellowstone cutthroat trout there is currently no comprehensive framework for prioritizing conservation of populations and metapopulations (i.e., locations) and potential actions that could be taken in these locations to secure and expand populations, particularly in anticipation of climate change. Through our existing collaboration with state and federal management partners from Idaho, Wyoming, Utah, Nevada, and Montana, we propose to integrate existing information on Yellowstone cutthroat trout status and limiting factors in a spatially-explicit conservation priority framework adapted from a financial portfolio concept aimed at maximizing...
