This study examines the experiences and opinions of a "public" which became involved in a government driven comprehensive land use and natural resource planning exercise in British Columbia, Canada during the 1990s. While it is generally assumed to be an inherently good thing, or at least a politically necessary thing, to involve the public in natural resources or land use planning, few studies have examined the experiences of the public or examined perceived failures from the public's perspective. The resource peripheries of Canada are contested spaces. In recent decades, governments, resource industries, and local communities have faced the impact of globalization, industry restructuring, and shifting international and national social and environmental protocols. This research investigates how governments, corporations and local governments use socio-spatial principles of territory and scale to distribute economic benefits from resource development. The general goal of this research is to address the question, what makes consensus work in resource management decision-making? Its purpose is to identify success factors for employing the consensus decision-making model specifically in land use planning; to examine the models incepted by the government of British Columbia during the period 1992-1995; and to investigate the application and effectiveness of the models as actually employed in integrated resource planning in British Columbia.
