Rural community participation in scientific knowledge production processes has become a central component of research and development policy and practice internationally. However, relatively little is known about the factors that influence the development of successful research partnerships in the applied natural sciences, as well as their associated outcomes. This paper presents an in-depth case study of a successful community-researcher natural resource science partnership in the Canadian Arctic. The results suggest both context and process-related factors were important to the research partnership, including funding and performance assessment processes, leadership and capacity at the community level, the proposal...
* We review the predicted changes in extreme events following climate change in flowing waters in arctic and subarctic regions. These regions are characterised by tundra or taiga ecosystems in either erosional or depositional glacial landforms or presently glacierised areas of the Northern Hemisphere. * The ecological and geomorphic effects of extreme meteorological and hydrological events, such as episodes of strongly increased precipitation, temperatures and flows, can be exacerbated by altered base conditions. For example, winter temperature variations between frost and thaw will become more frequent at many places because mean temperature during the winter is closer to 0 °C, potentially leading to changes in...

A water balance study was carried out during summer 2003 to determine the rate of seepage from the sewage lagoon at Mayo, central Yukon Territory. The lagoon is largely dry, with over 85% of the total area covered by vegetation or bare soil. Measurements of precipitation, inflow, and pond water level, and estimates of evaporation were made to determine the rate of seepage from the lagoon. Precipitation was measured in a network of rain gauges, inflow at the Mayo lift station, and pond water level with staff gauges. Evaporation was estimated by a modified form of the Priestley-Taylor method, and from an evaporation pan placed in an infiltration pond. Daily estimates of seepage from two infiltration ponds at the lagoon...

"Regional land use planning in the Yukon has a long and unfortunate history of failed efforts. Under Chapter 11 of the Yukon First Nations Umbrella Final Agreement, a new process for planning has been in place since 1993. Through qualitative, interview-based research, I explore possible factors that either hinder or facilitate successful planning. I used the North Yukon regional land use planning effort as a case study example of the first plan to be successfully approved in Yukon history. A number of challenges resulting from poorly defined roles and responsibilities caused notable struggles and conflict throughout the process, but fortunately, strong political support and micro and meso –level organization,...

Among the many recent developments explored in Canada's Changing North is the legal recognition of aboriginal rights by the Canadian state, which has led directly to significant increases in their political and economic power. It also examines how economic development, which has long focused on non-renewable natural resources, particularly minerals, has grown to an enormous scale. Development of arctic oil and gas, which hinges on world supplies and national and international politics, has meant major changes across the North. Some of the new national parks in the Canadian North are already under threat from mineral development. Northern tourism has made it possible for a wide variety of affluent visitors to visit...

Purpose of the Management Plan The purpose of the Management Plan (MP) is to provide strategic direction for Liard River Corridor Park, Liard River Corridor Protected Area, and the adjacent Scatter River Old Growth Park in northern British Columbia, established in 1999. The MP provides background information on the protected area attributes, land use, tenure, interests, role in the protected area system, existing commitments and issues. It then specifies priority objectives and actions for management of the park. The implementation of the conservation and development strategies identified in this MP is subject to funding availability and agency priorities. Future detailed management plans may provide further...

The effects of exchanging noncertified with certified wood-burning devices on the 24h-average PM2.5concentrations in the nonattainment area of Fairbanks, Alaska, in a cold season (October to March) were investigated using the Weather Research and Forecasting model inline coupled with a chemistry package. Even changing out only 2930 uncertified woodstoves and 90 outdoor wood boilers reduced the 24 h-average PM2.5concentrations on average by 0.6 μg.m−3 (6%) and avoided seven out of 55 simulated exceedance days during this half-a-year. The highest reductions on any exceedance day ranged between 1.7 and 2.8 μg.m−3. The relative response factors obtained were consistently relatively low (~0.95) for all PM2.5 species...

Report is divided into three sections. In Section I, an overview of the Arctic-Yukon-Kuskokwim Management Area is provided, including a description of the area and subareas, Board of Fish activities, and management information and activities. In Section II, effort and harvest results are presented. In Section III, more detailed summaries of major fisheries and activities are provided
ABSTRACT A critical element of an oil-discharge/hazardous-substance-release contingency plan is its utility in guiding protection of priority sensitive areas following a discharge or release. This paper discusses a cooperative effort to develop such a tool, the Geographic Response Strategy (GRS), that may be used by other regions in their own contingency plans. A GRS combines local knowledge of sensitive areas with proven operations and logistics into a document with specific guidance for rapid response that can be used in the field. A GRS includes a site map, photograph, and table of associated information describing the resources to protect, operational tactics to carry out the protection, equipment and personnel...
