In 2005, the Department of Fisheries and Oceans (DFO) adopted Canada’s Policy for the Conservation of Wild Salmon Policy (the WSP) (DFO 2005). Implementation of the WSP consists of six strategies, the first of which requires the standardized monitoring of wild salmon status. Standardized monitoring begins with the identification of species-specific Conservation Units or CUs. The CUs serve two roles under the WSP. First, each CU is, in some sense, a significant element of biodiversity that the WSP seeks to conserve and manage. Country of origin provides the basis for allocating harvests of Yukon River chum salmon. The genetic divergence among Yukon River chum salmon populations adjacent to the international border as revealed by allozyme and micro satellite variation is insufficient to determine the country of origin of returning fish using mixed-stock analysis (MSA). At northern limits of a species? distribution, fish habitat requirements are often linked to thermal preferences, and the presence of overwintering habitat. However, logistical challenges and hydrologic processes typical of glacial systems could compromize the identification of these habitats, particularly in large river environments. Since 1996, U.S. Fish and Wildlife Service biologists have annually used fish wheels to capture migrating adult fall chum salmon Oncorhynchus keta in the main-stem Yukon River, Alaska, and estimated their abundance via mark- recapture methods. In each year of the study, the mark rate of captured fish at a site near Rampart has been substantially greater than rates observed at numerous locations upriver of that site. The factors most likely to cause the observed reduction in the mark rate are violations of mark-recapture model assumptions or the mortality of marked fish between the Rampart site and upriver locations.
