Policy assessment of energy conservation strategies has tended to emphasize technological and economic costs, problems, and benefits. The upper Colorado River system is the habitat of several endangered fish: Kendall Warm Springs dace, Colorado squawfish, humpback chub, and bonytail chub. The single most important factor contributing to the decline of these species has been the construction and operation of dams and reservoirs, which have effected flow, temperature, chemistry, biota, and migration routes. Water depletion amounting to about 25% of the total has also had similar effects, particularly by eliminating the backwater nursery areas. The sagebrush steppe is a patchwork of species and subspecies occupying distinctenvironmental niches across the intermountain regions of western North America. Historical production of metals in the western United States has left a legacy of acidic drainage and toxic metals in many mountain watersheds that are a potential threat to human and ecosystem health. Studies of the effects of historical mining on surface water chemistry and riparian habitat in the Animas River watershed have shown that cost-effective remediation of mine sites must be carefully planned.
