Temporal and spatial sources of silica for chert remain poorly constrained. Modern sources to the worlds oceans include silica in rivers > aeolian (dust) deposition > sea floor vents and submarine weathering. However, changes in aridity and dust flux during the Phanerozoic may explain variations in the ocean silica cycle and times and places of chert formation. The chemistry of fine quartz dust (FQD) provides a chemical mechanism for the transformation of FQD to polymorphs of silica in chert; FQD is readily dissolved, then reprecipitated as Opal-A by either biotic or abiotic processes. Wind power forecasting is becoming an important tool in electricity markets as the amount of wind power rapidly increases. However, the use of wind power forecasting in market operations and among market participants is still at an early stage. We discuss the current use of wind power forecasting in U.S. ISO/RTO markets, and give recommendations for how to make efficient use of the information in state-of-the-art wind power forecasts.
With the continuing increase in world population, and rising standard of living, more and more water will be necessary to satisfy basic human needs. The global picture with regard to water use and availability is very uneven, and the policy options for major sectoral uses -- rural and urban water supply, agricultural requirements and hydro-electric power generation are explored. The social and environmental implications of water development are briefly discussed. Finally, the question of the availability of adequate water to sustain future world population and development to the year 2000 is analysed. A [`]discount rate' for the consumption of future generations from current investments for their benefit is typically composed of two parts: [`]time preference' and an allowance for the lower marginal utility of consumption due to higher average levels of consumption in the future. Time preference would be involved if one were postponing one's own consumption; it has little or nothing to do with income redistribution, which is what greenhouse abatement is about.
