Our proposal addresses Funding Category Ill by evaluating natural resource management practices and adaptation opportunities. More specifically, our project addresses Science Need #6 to improve monitoring and inventory of watersheds and ecosystems (including invasive species). The Rio Grande cutthroat trout is New Mexico’s state fish; but habitat loss and non-native trout invasions threaten the persistence of this fish throughout the remaining 12% of its historic range. Stakeholders, including state agencies, federal agencies, Tribal nations, Pueblos, and private groups are particularly concerned about the impact that non-native brown trout have on native cutthroat trout. This project will apply the results of an on-going climate change vulnerability assessment to the management of two complex landscapes. Invasive annual grasses are a primary, serverre, and challenging threat to habitat conservation and restoration for sge-dependent wildlife across federal, state and private lands. Successful management solutions for sagebrush ranglands vary and require an integrated approach involving some sequence of interventions such as herbicides, seeding of competitive natives that also create habitat, and temporarily alter land use such as grazing, in an adaptive-management approach. Landscape simulation modeling will be used to develop detailed management guidelines for restoring and sustaining whitebark pine under future climates, accounting for the principal stressors that threaten its persistence (exotic disease infections, mountain pine beetles, and fire exclusion policies). We propose developing an Alaska node for the iMapInvases database, to be managed and maintained by AKNHP. Given that the most extensive efforts at assessing and controlling invasive animal species in Alaska has taken place within ABSI, we propose a pilot project using Alaska Maritime Refuge data to populate and test the database –recognizing of course this would likely take a commitment from the Refuge and/or ABSI staff. We imagine that the database and be established by fall of 2013 and current legacy data for invasive animals can be identified, prioritized and entered by May of 2014.

The Pacific Region National Wildlife Refuge System developed a strategic approach to identify region-wide land/habitat conservation priorities. This approach was piloted in the Columbia Plateau Ecoregion and resulted in a high-level landscape-scale conservation design. Concern about invasive species in Alaska is a growing concern, attracting attention from land managers, politicians and the public. Nearly half the new discoveries of invasive plants, animals, and insects in the state are reported by concerned individuals with a general interest in invasive species. The development of a mobile application for invasive plant identification and reporting will help enable the public to gather and share new invasive plant discoveries. The bull trout is an ESA-listed species that relies on cold stream environments across the Northwest and is expected to decline with climate change. Resource managers are charged with maintaining bull trout across their range, but monitoring this species is difficult and many populations have rarely or never been sampled. To reduce this uncertainty (and regulatory gridlock), we propose to coordinate a crowd-sourced field assessment of the distribution of bull trout in the U.S. by using inexpensive, reliable environmental DNA (eDNA) sampling. Most natural resource managers, planners and policy makers are now dependent upon spatially explicit environmental suitability and spatial allocation analyses to inform policy and management decisions. However, staff across agencies has been unable to stay current on understanding and applying these new data, tools and analyses. Currently, this information may be underutilized or used inappropriately, which could result in poor decisions. Two training curricula were developed – one for managers and one for GIS analysts – on current best practices for developing and using spatial information to support conservation decision making. The training materials are open-source and widely distributed to California LCC stakeholders.
