Background Heavy metals, phosphorus, and organic contaminants in water and sediments of the lower Genesee River, resulted in the designation of fourteen beneficial uses as impaired in the Rochester Embayment Area of Concern (AOC). The benthic macroinvertebrate community or “benthos” Beneficial Use Impairment (BUI) was designated as degraded in the Genesee River because the New York State Department of Environmental Conservation (NYSDEC) impairment metrics generally identified slight to moderate impacts through the 1990s and 2000s. Field observations in a Lake Ontario embayment suggested that there is a phototaxic response of larval cisco that changes with development. This switch was verified using cultured cisco in a laboratory environment. These data include counts of cisco larvae at three depth ranges within multiple 95 liter tanks. Each tank of larvae were exposed to one of three different light treatments with three replicate tanks per treatment. Light treatments were 24 hours per day of light exposure, 24 hours per day in darkness, and a 12-hour light then 12-hour dark exposure cycle. Problem– Lake Ontario experienced period-of-record (1918-2017) maximum monthly average water levels during May through July 2017. NOAA lake gages recorded instantaneous peaks-of record, 249.2 at Olcott, 249.1 at Rochester, and 249.0 at Oswego and St. Vincent. These high water levels along with wind-generated waves caused flooding of thousands of residences and businesses and the erosion of miles of shoreline along the southern and eastern shorelines of the Lake. During the second week of July 2017, the USGS installed 14 temporary water-level gages and monitored this flooding through the lake’s recession.
