This project will integrate the shared priorities developed by the Arid Lands Initiative (ALI) in the Columbia Plateau ecoregion into implementation mechanisms of existing and new ALI partners. The project will finalize the ALIs comprehensive strategy by assessing and agreeing on which partners are best positioned to implement which priority actions in which priority areas, integrate these priorities into existing partner work, identify gaps that new partners need to be engaged to address, design 1-2 ALI projects for collaborative implementation, and track and adapt the overall implementation efforts. A Common Resource Area is defined as a geographical area where resource concerns, problems, or treatment needs are similar. It is considered a subdivision of an existing Major Land Resource Area (MLRA) map delineation or polygon. Landscape conditions, soil, climate, human considerations, and other natural resource information are used to determine the geographic boundaries of a CRA.

In order to identify areas within the Mississipi River Basin (MRB) where implementing wildlife conservation actions could potentially provide the highest benefit to both local waters and the Gulf of Mexico the Miss. River Basin/Gulf Hypoxia Initiative identified a "Water Quality Priority Zone". This provisional zone of interest represents HUC-8 watersheds having the highest potential for nutrient export from agricultural sources (using nitrogen as a surrogate). The potential for nutrient export was determined using the 2002 SPARROW Mississippi/Atchafalaya River Basin Model and cropland data from the 2013 USDA-NASS Cropland Data Layer. Pilot Basins are HU-4 basins where there is an alignment of ecological and production systems of interest with areas thought to be producing significant agricultural nutrient loads and possessing significant implementation interests. These provisional basins represent areas of greatest opportunity in terms of need and potential for conservation delivery. Two tiers of pilot basins were identified for version 1.02 of the Conservation Blueprint.
