The Conservation Effects Assessment Project (CEAP) is a multi-agency effort to scientifically quantify the environmental benefits of conservation practices used by private landowners participating in U.S. Department of Agriculture (USDA) and other conservation programs. Project findings will guide USDA conservation policy and program development and help farmers and ranchers to make informed conservation choices. Nitrogen (N) and phosphorus (P) availability limit plant growth in most terrestrial ecosystems. This review examines how variation in the relative availability of N and P, as reflected by N : P ratios of plant biomass, influences vegetation composition and functioning. Plastic responses of plants to N and P supply cause up to 50-fold variation in biomass N : P ratios, associated with differences in root allocation, nutrient uptake, biomass turnover and reproductive output. Optimal N : P ratios ? those of plants whose growth is equally limited by N and P ? depend on species, growth rate, plant age and plant parts. This paper investigates the potential for systematic errors in the Energy Information Administration’s (EIA) widely used Annual Energy Outlook, focusing on the near- to midterm projections of energy demand. Based on analysis of the EIA’s 22-year projection record, we find a fairly modest but persistent tendency to underestimate total energy demand by an average of 2 percent per year after controlling for projection errors in gross domestic product, oil prices, and heating/cooling degree days. For 14 individual fuels/consuming sectors routinely reported by the EIA, we observe a great deal of directional consistency in the errors over time, ranging up to 7 percent per year. As electricity demand increases, policymakers must make decisions about which energy resources will meet future demands. Much of the recent literature has focused on the contribution of new coal power plants to carbon emissions (Milford et al., 2005; Milford et al., 2007; MIT 2007). NatureServe worked with several federal, state, and NGO partners in the United States and Mexico to conduct a climate change vulnerability assessment of major natural community types found within the Mojave and Sonoran Deserts. The project focused on ten major upland, riparian, and aquatic community types, including pinyon-juniper woodlands, Joshua tree-blackbrush scrub, creosote-bursage scrub, salt desert scrub, Paloverde-mixed cacti scrub, semi-desert grassland, desert riparian and stream, riparian mesquite bosque, and desert springs. Studies examining plant distribution patterns across environmental gradients have generally focused on perennial-dominated systems, and we know relatively little about the processes structuring annual communities. Here, the ecological factors determining local distribution patterns of five dominant annual species distributed across micro-topographic gradients in ephemeral California wetlands are examined.
