In the shortgrass steppe region of North America there is a controversy about the ability of the dominant species to recruit from seedlings. The prevailing view is that Bouteloua gracilis is incapable of recruitment from seedlings in areas receiving <380 mm of annual precipitation. A common explanation for this situation is that environmental conditions permitting seedling establishment are infrequent. Manganese (Mn) contamination of drinking water may cause aesthetic and human health problems when concentrations exceed 50 and 500 ?g l?1, respectively. In the UK, the majority of Mn-related drinking water supply failures originate from unpolluted upland catchments. The source of Mn is therefore soil, but the exact mechanisms by which it is mobilised into surface waters remain unknown. We evaluated the potential for restoring riparian grass and sedge meadows currently dominated by Artemisia tridentata var. tridentata with an experiment in which we burned sites with low, intermediate, and high water tables, i.e., dry, intermediate, and wet sites. To define the alternative states and thresholds for these ecosystems, we examined burning and water table effects on both abiotic variables and establishment of grasses adapted to relatively high (Poa se-cunda ssp. juncifolia), intermediate (Leymus triticoides), or low (L. cinereus) water tables. Plant H"2O relations and soil moisture depletion and recharge were followed in a stand of Artemisia tridentata near Washtucna, Washington during 1973 and 1974. Precipitation during the 1972-73 recharge season was 14.5 cm, 11 cm below normal. The 1973-74 precipitation was 35.7 cm, or 10 cm above normal. The 2 yr were therefore ideal for comparing plant behavior on wet vs. dry years. Soil moisture was depleted to around -70 bars in 1973 and -60 bars in 1974 to depths of 2.5 m.
