The success of carbon capture, storage and sequestration as a greenhouse gas mitigation strategy will be, in part, dependent on the regulatory framework used to govern its implementation. Creating a science-based regulatory framework that is designed with enough flexibility to encourage greenhouse gas offset activity, effective means of measuring the costs of taking action to reduce greenhouse gas emissions, and ample protection for human and ecosystem health may prove challenging. For the purposes of this paper we will assume that there is an existing incentive to capture, store and sequester carbon and focus on how to regulate the process. Accounting practices and precursory crediting rules for biological sinks...

The U.S. Geological Survey provides a wide range of scientific information to an even wider group of stakeholders. Understanding what capacities are needed and if and or where these capacities exist across the USGS landscape is critical in moving science to the next level of use, implementation, and visualization. The concept behind the groups organized to conduct and interpret the survey that collected these data took advantage of the USGS’s position as a science organization with expertise spanning a wide range of science disciplines, stakeholders, and responsibilities. A survey was conducted of USGS employees (Sep 20-Nov 20) to get a current sample of the capacities that exist across the USGS.

These data were collected to assess Southwestern Willow Flycatcher abundance and distribution in San Diego County. Surveys were conducted in various years at 33 locations along 10 drainages in San Diego County, including portions of Agua Hedionda Creek, Cottonwood Creek, Escondido Creek, Los Penasquitos Creek, Otay River, San Diego River, San Dieguito River, San Luis Rey River, Sweetwater River, and Tijuana River. From 2016-19, Southwestern Willow Flycatcher territories were monitored at three locations along the upper San Luis Rey River (Cleveland National Forest,...
Increased interconnection has been highlighted as potentially facilitating the integration of wind generation in power systems by increasing the flexibility to balance the variable wind output. This paper utilizes a stochastic unit commitment model to simulate the impacts of increased interconnection for the island of Ireland with large penetrations of wind generation. The results suggest that increased interconnection should reduce average prices in Ireland, and the variability of those prices. The simulations also suggest that while increased interconnection may reduce carbon dioxide emissions in Ireland, Great Britain would experience an increase in emissions, resulting in total emissions remaining almost unchanged....

This dataset is three comma-separated values (csv) files containing fish haul information collected during trawl surveys in the Chukchi Sea during the 9 August - 3 September 2015 Arctic Marine Biodiversity Observing Network (AMBON) research cruise. Tables describe haul event information, species occurrence per haul, and fish morphometric information. Fish were collected with a plump-staff beam trawl and Isaac-Kidds midwater trawl, identified to species, and their life stage, length, and weight were measured and recorded. The data was transformed from the native format into a table structure using Darwin Core terms and organized in the OBIS-ENV-DATA format.

Data presented are results of surveys for California Gnatcatchers and vegetation sampling conducted in 2015 and 2016 to address two inter-related questions: (1) How have gnatcatchers and their habitat recovered in areas burned by wildfires in 2003, 2007, and 2014?, and (2) What is the current regional occupancy of gnatcatchers throughout their southern California range? Data for the post-fire study were collected in 2015 and 2016, while the regional occupancy survey was conducted in 2016. In 2015, Gnatcatcher occupancy as a function of fire history was derived from 324 points in the following fire categories: 2003-2006 (106 points), 2007-2010 (111 points), and 2011-2014 (107 points). In 2016, points representing...

Data represent presence/absence for cedar decline occurrence. Cedar decline refers to the dying or decline of yellow-cedar (Chamaecyparis nootkatensis) forests in Southeast Alaska and is characterized by red or yellow foliage in trees currently dying, or by white-gray snags of old mortality. Mapped snags can be standing dead as long as eighty years. The data were collected via aerial sketch mapping techniques and recorded on 1:250,000 USGS base maps from 500-3000 foot above ground level(AGL) observations. Survey coverage has been most intense for forests adjacent to shorelines and waterways. Data are collected, refined and updated on an annual basis. This data represent not one year's mortality but the cumulative...

Introduction On October 5, 2009, the President signed Executive Order (EO) 13514 – Federal Leadership in Environmental, Energy, and Economic Performance.1 The goal of EO 13514 is "to establish an integrated strategy towards sustainability in the Federal Government and to make reduction of greenhouse gas emissions (GHG) a priority for Federal agencies." The EO requires federal agencies to meet a series of deadlines critical to achieving GHG reduction goals, including a comprehensive GHG inventory due from each of the agencies by January 31, 2011. The EO also requires each agency to establish target percentages for GHG reductions within an agency- specific Strategic Sustainability Performance Plan. Employee commuting...

This data represents areas of forest damage due to insect infestation, fire, flood, landslides, and windthrow. The information was collected, cooperatively by aerial surveys by both the USFS, Forest Health Protection (FHP) and ADNR, Div. of Forestry. Surveys are conducted primarily in July and August so that pest "signatures" may be identified during the optimal period for symptom development of ocular estimation. The aerial survey is coordinated such that the maximum extent of recent bark beetle damage (fading trees) and insect defoliation (discoloration, foliage loss) patterns may be determined. Surveys are flown in Southeast Alaska, Southcentral Alaska and Interior Alaska. The data represents a 10 year cumulative...
