Developing an energy policy from a collection of programs is made more complicated because there is no single value that can be used as a best estimate of the contribution of a single policy, despite the ability to estimate the impact Of the complete suite. In this paper we illustrate the problem and use cooperative game theory to show one way to estimate individual effects of a policy goal in the context of collective estimates. This data set consists of digital data describing wetlands and uplands habitats for the Mississippi Coastal Improvements Program (MsCIP) area, consisting of Cat, Ship, Horn and Petit Bois Islands for the year 2020. Wetlands were classified using the Cowardin, et al., wetlands classification scheme to the level of freshwater and tidal, salinity modifiers. Uplands were classified using a customized classification scheme which can be cross-referenced to Anderson, et. al. For this dataset, upland dunes were delineated as areas at or above 1.524 meters (5 feet) as determined in the Lidar data that was referenced without modification for this classification. This dataset is one of a dozen or so datasets that provide the basis for a vulnerability assessment of the Great Northern LCC that examines land use and climate changes at landscape scales, for the full LCC boundary. It provides a measure of vulnerability based on temperature change using a watershed-based analysis. The values range from 0 to 1 and are unitless, where Vtw = Et x (1-Aw). The original floating point values ranging from 0-1.0 were multiplied by 100 and converted to integer format for this dataset.

Provisional Tennessee State Wildlife Action Plan (TN-SWAP) terrestrial habitat priorities versus results of the population growth model developed by the Tennessee Chapter of The Nature Conservancy, 2008, converted to percent projected developed landcover in the year 2040. Spatial growth model was developed using population growth projections from the University of Tennessee Center for Business and Economic Research (UT-CBER), county urban growth boundaries, 2000 census blocks, and various ancillary datasets.

This dataset contains measures of seasonal mean bird stopover densities and in seasonal mean bird density based on weather surveillance radar data from 20 radar locations in the Northeast U.S. across seven autumn migrations (15 August through 7 November of 2008-2014) [six autumn migrations for the terminal doppler weather radar (15 August through 7 November of 2009-2014)]. Data are present only in radar-sampled areas for each individual radar (see below for description on how these data are filtered). All Conservation Design Elements identified through a multi-year conservation planning effort undertaken by the Appalachian Landscape Conservation Cooperative (LCC). These elements were identified by the program Marxan as meeting collective conservation targets. Datasets include a merged design of all five elements, individual element shapefiles, and a prioritization shapefile (Conservation Design elements outlined by the NatureScape Design that were then placed into a prioritization framework based on Margulis and Pressy 2000).
