For the past six years, the Bureau of Reclamation (BOR) has funded the USGS to study fish responses to restoration efforts and to construct a model relating stream habitat with fish population dynamics in the Methow River Basin, a tributary of the Columbia River. In the proposed study, we will use fish growth, distribution and movement (USGS data), foodweb data (Idaho State University), river flow (BOR data that we will expand) and water temperature data (from numerous agencies) to develop spatially-explicit bioenergetics models to assess effects of climate change on the viability of resident salmonid populations based on models being developed by USGS. The bioenergetics models will integrate such things as climate-change...

We propose a collaborative project with the USGS, Wyoming State Climate Office, USFWS, USFS, and the NPS whereby we will assemble and maintain long-term records of climate from key stations in and around the Great Northern LCC and subject these records to a rigorous series of QA/QC procedures. Where appropriate we will use best available practices to infill missing data, and we will develop station histories (e.g., details of station moves, instrumentation changes, etc.) as a context for interpreting these records. We will then rigorously analyze patterns of long-term (50-100 years) variability and trends in these datasets, and provide summaries designed to meet the needs of non-climate specialists working in the...

Building on currently available resources and on the prior climate adaptation experiences of our team, which includes tribal staff and a cultural anthropologist who is also an enrolled member of theConfederated Tribes of Siletz Indians, we will co-develop a guidebook for tribal adaptation. Thisguidebook will bring a tribal focus to adaptation planning and building resilience, in the context ofexisting tribal priorities, and will include traditional and local knowledge as well as western scientificresources and tools. Under the direction of an advisory group, the guidebook will be road-tested withseveral tribes, two of which have already been identified, and then revised at least once before beingreleased.

This project will apply the results of an on-going climate change vulnerability assessment to the management of two complex landscapes. The vulnerability assessment project team will work with mangers, land-owners, and conservation practitioners to explore 1) how downscaled climate datasets, modeled vegetation changes, and information on estimated species sensitivities can be used to develop climate change adaptation strategies, and 2) how model results and datasets can be made more useful for informing the management of species and landscapes. To accomplish these two goals, we will prepare datasets and model outputs for two landscapespotentially, the Pioneer Mountains-Craters of the Moon region in Idaho and the...

The Cascadia Partner Forum will complete conservation design for four Great Northern Landscape Conservation Cooperative conservation targets with significance to the transboundary Cascadia landscape to inform sound, data-driven management planning and action. This project aims to complete conservation design at the Cascadia-wide scale for grizzly bear, salmon, aquatic, and terrestrial connectivity to contribute to the Great Northern LCC Science Plan, while providing input and integration to the coarser-scale GNLCC-wide Science Plans established objectives, threats, metrics, and conservation actions for each target. Additionally, the Forum will conduct analyses on a common Great Northern LCC landscape stressor roads...

Greater sage-grouse genetic connectivity is essential to the species persistence across the Great Northern landscape; without such connectivity the greater sage-grouse may suffer the same fate as many other related species of grouse, which disappeared from the middle and eastern portion of the United States due to loss of habitat coupled with inbreeding depression. To prevent isolation in the face of energy development and other landscape changes it is essential that we evaluate both fine-scale connectivity and assign relative importance to different leks (breeding populations) on the landscape. This massive task cannot be accomplished with existing tools and maps; fortunately, advanced molecular genomic analyses...

We will translate existing modeled hydroclimatic data into metrics used for water crossing design and replacement. WDFW permits (Hydraulic Code Rules, Chapter 220-110 WAC) and provides technical guidance for construction of hundreds of fish passable culverts, a number which is expected to rise dramatically in response to a 2013 federal court injunction directing the state to repair thousands of culverts that inhibit salmon migration. Current WDFW design guidance does not account for changes in hydrology resulting from climate change. This project will support the development of designs that maintain desired performance (e.g. connectivity benefits to aquatic organisms) throughout water crossings expected life.This...

Context and Research QuestionIn 2010, the Washington Wildlife Habitat Connectivity Working Group (WWHCWG) statewide analysis identified a need for a closer look at this landscape extending from the Southern Cascades (from approximately Mount Rainier to the Columbia River), through southwestern Washington, and into the Olympic Peninsula. Several species in this landscape have unique connectivity patterns and broad-scale data limitations which we began to explore in this analysis. Finer-scale analyses are necessary to prioritize and inform actions to maintain and restore habitat connectivity in this region.During meetings in 2016, 2017, and 2018, the WWHCG group developed a plan to model the region using Linkage Mapper...

The Pacific Region National Wildlife Refuge System developed a strategic approach to identify region-wide land/habitat conservation priorities. This approach was piloted in the Columbia Plateau Ecoregion and resulted in a high-level landscape-scale conservation design. Working closely with conservation partners in the region, we developed a data management and analysis model that builds from existing data sets and can be shared easily with other partners.FY20122012 Objectives: Document a case study on implementing strategic conservation design for the refuge system, which can serve as a model and be applied to other geographic areas Develop a clear picture of landscape scale priorities in the Columbia Plateau, along...

The Lower Columbia River and adjacent coastal regions of Oregon and Washington contain a rich diversity of natural and cultural resources managed by a complex array of tribal sovereign nations, federal/state/local agencies, non-government conservation organizations, landowners, stakeholders and others. But our region lacks a current, comprehensive, landscape-scale blueprint that can be used to drive and align conservation efforts to achieve landscape-scale goals in response to stressors, such as climate change, energy development, and land/water use practices. In response to this need, the North Pacific Landscape Conservation Cooperative and US Fish and Wildlife Service Region 1 has initiated a Landscape Conservation...

The Washington Connected Landscapes Project is a highly leveraged effort to provide scientific analyses and tools necessary to conserve wildlife habitat connectivity. In support of the project, we 1) developed tools necessary to reliably identify and prioritize areas important for connectivity conservation and restoration under current conditions and for allowing species range shifts under climate change; 2) tested and refined these tools by applying them in a Great Northern LCC (GNLCC)-funded effort to identify essential habitats and linkages for the Columbia Plateau Ecoregion where the WHCWG is currently engaged (connectivity and climate tools) and across Washington State (climate tools); and 3) released these...

The Washington Connected Landscapes Project will provide a framework to address the interacting impacts of habitat fragmentation and climate change on ecological systems and wildlife species within the Great Northern Landscape Conservation Cooperative (GNLCC) boundary.Managing for well-connected landscapes is a key strategy to enhance resilience and ensure the long-term viability of plant and animal populations. However, conservation planning efforts have rarely included connectivity for ecological processes such as dispersal, migration, and gene flow. Connectivity conservation is particularly important in the face of climate change, because many species will require highly permeable, well-connected landscapes not...

This project will integrate the shared priorities developed by the Arid Lands Initiative (ALI) in the Columbia Plateau ecoregion into implementation mechanisms of existing and new ALI partners. The project will finalize the ALIs comprehensive strategy by assessing and agreeing on which partners are best positioned to implement which priority actions in which priority areas, integrate these priorities into existing partner work, identify gaps that new partners need to be engaged to address, design 1-2 ALI projects for collaborative implementation, and track and adapt the overall implementation efforts. This project will not only allow the ALI to successfully transition from planning to coordinated action, but will...
