Water resource managers rely on hydrologic planning and decision-making models to understand and evaluate current and future water operations in the face of endangered species needs, drought, and climate change. Current climate change projections, such as those used in the West-Wide Climate Risk Assessment programs, are trending toward more extreme instances of drought within the Southern Rockies LCC region. Accurately estimating agricultural water consumption both under present conditions and under modeled future scenarios will help water resource managers project how much water might be available for allocation toward current ecological projects. Dataset contains locations of subsurface drainage tile permits in North Dakota obtained from the North Dakota State Water Commission as of February 2016. This dataset was updated on 4 August 2016 with additional subsurface drainage permits and supersedes the previous version. Date range of permits (Start & End Dates) in this version has changed from previous version because of the following criteria. Permit applications that were marked as "approved" by the State Water Commission were retained in this dataset, all other status types (e.g., pending, denied) were removed. Dataset contains locations of drainage tile permits in North Dakota obtained from the State Water Commission as of October 2013. This dataset provides the latitude and longitude of the location given on the permit, which is not provided by the State Water Commission database. Additionally, overlap of permit polygons (if depicted in a geospatial application) is possible from two permits that share the same area. Permit applications that were marked as denied or that did not require a permit as determined by the State Water Commission were removed from this database.

The counties included in this dataset are: Brown, Deuel, Grant, Hamlin, Hanson, Kingsbury, Lake, McCook, Minnehaha, Moody, Roberts, Spink, and Turner. Other counties in the eastern portion of the state not included in the preceeding list of counties either did not require a drainage permit or permit data was not available at the time of this survey. The different factors were drawn from reviewing the literature and datasets to support the factor were researched across open data catalogs and the world wide web.
