We examined bird and bat mortality at a new 89-turbine windfarm constructed in an environmentally sensitive area in north-central Iowa. The windfarm became operational in November 2001. It is located in cropland between three Wildlife Management Areas (WMA's) with historically high bird use. In the past, migrant and resident waterfowl, shorebirds, raptors, and songbirds moved between the WMA's through the area now occupied by the windfarm. Studies of bird collision mortality in California and elsewhere raised concerns about the possibility of mortalities in this area. Tall wind turbines, with hub heights at 80 m or above, can extract large amounts of energy from the atmosphere because they are likely to encounter higher wind speeds, but they face challenges given the complex nature of wind flow and turbulence at these heights in the boundary layer. Depending on whether the boundary layer is stable, neutral, or convective, the mean wind speed, direction, and turbulence properties may vary greatly across the tall turbine swept area (40 to 120 m AGL). This paper describes an approach to determine the relative accountability that each region and individual nation should bear in reducing atmospheric greenhouse gas. The paper argues that accountability should be based on equity and that all measures of equity for which there are backers should be used in the decision making procedure. Each equity indicator defines a different accountability profile, leading to conflicting prescriptions. Multicriterion decision making methods are seen as having high potential to help design fair compromise profiles, and a methodology is proposed and numerous methods indicated for this purpose. Governmental policy options in response to increasing concern over an emerging greenhouse warming are reviewed. These will reflect differing levels of pofitical concem as understanding on the future size and impacts of the greenhouse effect evolves. High levels of concem will place emphasis on the option of limiting C02 emissions by restricting fossil fuel use. This option requires emphasis on energy efficiency and changes in energy supply, with increased use of natural gas, nuclear power or renewable energy sources. The progressive industrialization of the LDCs with the consequent growth in energy demand, may put additional pressure on developed countries to take action on this policy option.
Using a global model of continental water balance, forced by interannual variations in precipitation and near-surface atmospheric temperature for the period 1981–1998, we estimate the sea-level changes associated with climate-driven changes in storage of water as snowpack, soil water, and ground water; storage in ice sheets and large lakes is not considered. The 1981–1998 trend is estimated to be 0.12 mm/yr, and substantial interannual fluctuations are inferred; for 1993–1998, the trend is 0.25 mm/yr.
