A study of a citizensÏ advisory council is used to reexamine a long-standing proposition, referred to here as the resources hypothesis, drawn from the participation literature. The hypothesis proposes that the effectiveness of citizen participation mechanisms will be enhanced by increased access to resources (such as funding and technical assistance). The council considered here is involved in the environmental management of the marine oil trade in Alaska, and has greater access to resources than any other council examined in the extant literature. Environmental policies and regulations are having profound effects on the oil industry. The industry is affected by controls on both its production and processing activities and on the use of its products. The environmental impacts of upstream activities, epitomized by the Exxon Valdez accident, are leading to more expensive tanker designs. Oil markets can be changed by sulphur controls driven by concern about acid rain and new requirements in the USA to change gasoline specifications in order to reduce urban smog. The problem of climate change and CO2 emissions poses even more fundamental challenges to the oil industry, with the prospect of reduced markets in the longer term.

This paper addresses two basic issues related to technological innovation and climate stabilization objectives: can innovation policies be effective in stabilizing climate? To what extent can innovation policies complement carbon pricing (taxes or permit trading) and improve the economic efficiency of a mitigation policy package? To answer these questions, we use an integrated assessment model with multiple externalities and an endogenous representation of the technical progress in the energy sector. We evaluate a range of innovation policies, both as stand-alone and in combination with other mitigation policies. A great many debates have grown up around the notion of desertification as a process of degradation that affects the arid, semi-arid and sub-humid zones of the globe. A fundamental and continuing debate has been over whether desertification actually exists and, if so, how it might be defined, measured and assessed. Rather than simply review the evolution of these debates we examine the contexts in which they take place and how those contexts have contributed to the evolution of our understanding of the intertwined processes that contribute to desertification.
