It is increasingly clear that a wide range of stakeholders should be included in the problem formulation phase of research aimed at solving environmental problems; indeed the inclusion of stakeholders at this stage has been formalized as an integral part of ecological risk assessment. This article examines the issues that newly emerging hydrocarbon economies must face surrounding public expectations of how oil and gas revenues will be spent by governments. Studies of oil and gas economies have shown that public expectations have often been unrealistic, exaggerated and, at times, manipulated. The author highlights four major challenges in managing expectations: determining information-sharing requirements; developing common expectations among multiple stakeholder groups; clarifying labour–skill requirements in the oil and gas sector; and articulating environmental and social considerations impacted by the hydrocarbon sector. The goals of this project were to: (1) produce a state-of-the-art assessment and synthesis of climate change projections, impacts, vulnerabilities, adaptive capacity, and prospects for mitigation and adaptation actions in the Southwest in support of the regional contribution to the National Climate Assessment; (2) develop an inventory of federal partners and stakeholders involved with climate adaptation programs, and (3) forge stronger bonds between the DOI-SW CSC, the three NOAA-RISAs in the Southwest, and the Landscape Conservation Cooperatives.
In 2014, the United States and Mexico jointly delivered an environmental flow to the Colorado River Delta, as authorized in a 2012 binational water management agreement known as Minute 319. The agreement specified a volume of water, the source of the water, that the water should be delivered as a pulse flow, and that the objectives of the pulse flow were to pilot environmental restoration and learn about the hydrologic and ecological responses to water delivery into the Colorado River Delta. The Energy Office of Michigan asked Lawrence Technological University (LTU) to conduct Delphi Inquires into wind turbine noise and wildlife issues. These inquiries collected and analyzed stakeholders' perceptions of how to address turbine noise and potential wildlife impacts in the Michigan Siting Guidelines for Wind Energy Systems. This paper uses Beierle and Cayford's conceptual framework for evaluating the success of public participation to compare the two inquiries. Few evaluations of actual collaborative science or co-production processes have been undertaken that can point to specific outcomes for either resource management or science decisions. With the ending of the Cold War, the US Department of Energy is responsible for the remediation of radioactive waste and disposal of land no longer needed for nuclear material production or related national security missions. The task of characterizing the hazards and risks from radionuclides is necessary for assuring the protection of health of humans and the environment. A number of issues that relate analytic study of the climatic consequences of increasing anthropogenic release of greenhouse gases to environmental policy are raised. We discuss in particular the role of uncertainty of information in the context of the long term global and potentially massive nature of the threat. Some recommendations are made for new lines of study to determine the degree of urgency of the problem and the proximate need for remedial measures and the difficulties of their implementation.
A broad participation by stakeholders and an extensive reliance on expert advice are often seen as preconditions for a legitimate and successfully implemented renewable energy policy. However, we have lacked systematic data for testing this argument. This article's contribution is to examine the actors who take part in the making of Swedish energy policy with the help of data on the composition of various committees of inquiry over the last twenty years (1988-2009). Swedish renewable energy policy is often characterised with words like "pioneering" and "forerunner", suggesting that the policy-making process in this area engages many different experts and stakeholders. Our data give only some support to this argument....
