Tidal energy has the technical potential to form part of a low carbon electricity sector, however, its ‘social potential’ is less clear, as few empirical studies of public beliefs and responses have been conducted to date. Over the 1970s and 1980s, emissions of carbon dioxide from energy use fell in per capita, per unit GDP, and in some cases in absolute terms in 10 industrialized countries studied by LBNL. These declines were driven principally by falling end-use energy intensities and the decreasing carbon content of energy. The paper investigates whether the Clean Development Mechanism (CDM) under the Kyoto Protocol has played a significant role in the development of rural communities, specifically investigating uptake of small-scale renewable energy projects. The investigation involved an assessment of 500 registered small-scale CDM projects under the Kyoto Protocol in terms of their potential impact on the envisaged sustainable development goals for rural communities.
