In Alaska, recent research has identified particular areas of the state where both a lack of soil moisture and warming temperatures increase the likelihood of wildfire. While this is an important finding, this previous research did not take into account the important role that melting snow, ice, and frozen ground (permafrost) play in replenshing soil moisture in the spring and summer months. This project will address this gap in the characterization of fire risk using the newly developed monthly water balance model (MWBM). Background The North Atlantic Coastal Plain (NACP) covers a land area of approximately 34,000 mi 2 along the eastern seaboard of the United States from Long Island, N.Y., southward to the northern portion of North Carolina. This area is underlain by a thick wedge of sedimentary deposits that form a complex groundwater system in which the sands and gravels function as confined aquifers, and the silts and clays function as confining units. Accurate estimation of evapotranspiration (ET) is essential for assessments of water balance and hydrologic responses to forest restoration treatments in uplands adjacent to the Desert LCC. As part of the Four Forests Restoration Initiative, a new paired watershed study is being planned to assess the hydrologic effects of mechanically thinning and restoring a more frequent fire regime to the ponderosa pine forests of Arizona. The Red River Basin of New Mexico, Oklahoma, Texas, Arkansas, and Louisiana was chosen as a focus area study (FAS) as part of the U.S. Geological Survey (USGS) National Water Census (NWC). The objective of the NWC is to place technical information and tools in the hands of stakeholders so that they can make decisions on water availability. Problem Statement More than nine million people rely on the New York City Water-Supply System for their daily-drinking water needs. Approximately 40 percent of this water comes from the Schoharie and Ashokan Reservoirs (fig. 1).
