Summary

PROBLEM There are more than 60 organizations and agencies collecting water-quality data on Long Island. The types of database management that are used to store and archive regulatory and non-regulatory data vary from paper forms to spreadsheets to State and Federal databases, and there is minimal communication between these systems. As a result, those interested in analyzing data may be unaware of what data exist and how those data can be obtained without a Freedom of Information Law request. A unified data sharing system that provides multiple levels of sensitive and non-sensitive data storage and dissemination is needed. valueThroughout Long Island, water-quality data necessary for making important resource management and regulatory decisions exist in various forms and with different degrees of accessibility. Development of the water-quality data collaboration system will create a centralized water-quality data portal with a map-based user interface to allow NYSDEC, Long Island Regional Planning Council (LIRPC), officials from Nassau and Suffolk Counties, and all other interested stakeholders to share ambient water-quality monitoring data. The system will have a secured portion that allow all data contributors to upload and download data with ease. The system will also have a public facing website that could show water quality trends, predicted water quality results based on models, and a map showing all the management strategies, practices and water quality projects completed and in-progress across Long Island.

productDescriptionThe water-quality data collaboration system will be created to support environmental data collected in the Counties of Suffolk and Nassau. The user interface will feature an interactive map and will link to groundwater and surface water data via web services. It will provide secure log-in capabilities for data providers. Most functionality will be accessible on the public-facing mapper; however, access to data will be restricted to those flagged nonsensitive. The database and web services would be created on the DOI Geoplatform cloud solutions (https://www.geoplatform.gov/). The hosting service is available for all Federal Geographic Data Commission (FGDC) partners at Federal, State and local government levels. It allows for hosting of geospatial applications, databases, data storage, and web services. The hosting service includes Federal Risk and Authorization Management Program (FedRAMP) services in Amazon (AWS) public sector and GovCloud-based cloud environment. Federal Information Security Management Act (FISMA) moderate compliant managed software stacks are available in both ESRI and OpenGeo. Geoplatform also offers ‘community’ pages to encourage stakeholder collaboration and data transfer. The USGS will operate and maintain these services, which will include a database for water purveyor and other sensitive data (that is, data that are not publicly accessible) through the AWS (see below for additional details regarding ongoing hosting). At the completion of the services and mapper development, the LIRPC will work with the NYSDEC and USGS to assume control over user access and management to the LIQWIDS system to provide basic user support, both public and private, and be charged with updating and maintaining relevant information about data collection projects displayed through the services. The USGS will provide database backend support and user-interface support. Routine tasks, such as database backup, security patches, and technical support for users having problem uploading the data will be provided by USGS. Modification of the database, adding new data fields, modifying the user interface, modifying customized reports and system bug fixes will be addressed by the USGS. Future development could include additional features to the LIQWIDS interface and tools for and inclusion of additional constituents.
