This document details a fire management strategy for facilitating the restoration of whitebark pine on subalpine landscapes of the Crown of the Continent (COTC). The heart of the management strategy is Table 1 that specifies the most appropriate fire management action, including prescribed fires, before, during and after a wildfire. This report first justifies the need for special attention in fire management practices when in the upper subalpine landscapes of the COTC. Whitebark pine (Pinus albicaulis) forests have been declining throughout their range in western North America from the combined effects of mountain pine beetle (Dendroctonus ponderosae) outbreaks, fire exclusion policies, and the exotic disease white pine blister rust (Cronartium ribicola). To address declining whitebark pine ecosystems, a 2012 report A Range-Wide Restoration Strategy for Whitebark Pine Forests presents a strategy for restoring these ecosystems across their entire range. However, this report did not address changing climates in the implementation of a range-wide strategy. The Great Northern LCC has funded a two-year study to review the literature and use simulation modeling to evaluate the range-wide strategy’s effectiveness under changing climates, and then develop a restoration guide that details methods, approaches, technologies, and activities that will increase the effectiveness of restoration actions in the face of climate change. Whitebark pine (Pinus albicaulis) forests are declining across most of their range in North America because of the combined effects of mountain pine beetle (Dendroctonus ponderosae) outbreaks, fire exclusion policies, and the exotic pathogen Cronartium ribicola, which infects five-needle white pines and causes the disease white pine blister rust. Predicted changes in climate may exacerbate whitebark pine decline by (1) accelerating succession to more shade tolerant conifers, (2) creating environments that are unsuitable for the species, (3) increasing the frequency and severity of mountain pine beetle outbreaks and wildland fire events, and (4) facilitating the spread of blister rust.
