Executive Summary: Evolution of policies that guide operation of individual reservoir systems begins with a relative flurry of activity associated with building of dams. Over perhaps a ten year period, operations are proposed in anticipation of construction, implemented when a dam is complete, and then modified as the effects, capabilities, and limitations of the project become better understood. After these initial adjustments, the policy process slowly begins to simmer. Operational changes are the driven by short-term influences that are largely episodic (e.g. droughts and floods) and long-term influences (e.g. social and economic factors) that affect operations more gradually.

In regulated rivers of the southwest, reduced flooding and the invasion of tamarisk contributes to accumulation of greater fuel loads and increased riparian fire frequency. As a result, some desert riparian areas, historically considered barriers to wildfire, have been converted into pathways for wildfire spread. Fire-smart management strategies are needed to protect sensitive riparian species and reduce fire risk from increased fire frequency due to interactions of climate change, tamarisk invasion, and tamarisk beetle activity. There are few resources that provide managers cross-scale information for planning climate adaptation strategies for species and taxa at risk. Appropriate allocation of resources requires an understanding of mechanisms influencing a species’ risk to global change. Accurate estimation of evapotranspiration (ET) is essential for assessments of water balance and hydrologic responses to forest restoration treatments in uplands adjacent to the Desert LCC. As part of the Four Forests Restoration Initiative, a new paired watershed study is being planned to assess the hydrologic effects of mechanically thinning and restoring a more frequent fire regime to the ponderosa pine forests of Arizona. Article Abstract: Although riparian and aquatic ecosystems make up a small fraction of the area in arid and semi-arid lands, they are critical for the survival of desert life. There are, however, few compendia of efforts to define the quantity of water needed to maintain these ecosystems and understand the risks and stressors to them. Through our analysis we found that 62% of the rivers examined in the deserts of the U.S. and Mexico have had just one study over the past four decades and 67% of studies used qualitative methods. Explore climate change impacts on vegetation across the Desert and Southern Rockies LCCs using historical monitoring data collected from 23 sites across the Sonoran, Chihuahuan, Mojave and Colorado Plateau deserts for 30-50 years. Sky Island Alliance will develop science and conservation-based guidance to assist natural resource managers in responding to expected climate change and other stressors on springs ecosystems in sky island regions of the Desert LCC. The project will result in publication of an Arizona Springs Restoration Handbook, which will aid managers in directing limited resources to preserve these key water resources and species that depend on them.

This project will be focused on hosting 2-3 workshops in 2013 to train people to conduct the Springs Stewardship Institute’s spring assessment protocol and promote it as a standardized method. This will facilitate standardized data collection across the landscape that can contribute to a broad-scale inventory and assessment of springs, seeps, and aquatic resources throughout the Desert LCC.

In the desert southwest biodiversity is facing a changing landscape due to human population growth, expansion of energy development, and from the persistent effects of climate change among other threats. The 2012 Desert LCC science needs document recognized the importance of modeling and predicting habitat area, fragmentation and corridor network connectivity for a broad range of wildlife taxa. Southern Nevada Water Authority will add new modeling and analytical capabilities to tools developed as part of a previous WaterSMART Climate Analysis Tools Grant that assessed impacts of climate change on water quality and sediment transport in Lake Mead. In practice, there are a number of challenges associated with formal consideration of the environment in water planning in large parts of the Desert LCC region. In Arizona, for example, there is no legal requirement to include the environment in water management or planning efforts (Megdal et al. 201 0). Therefore, there is little incentive to develop the additional tools and resources required to include the environment as a water demand sector. Executive Summary: Fisheries data compilation efforts for this project fell within two large watersheds in Arizona; the Verde River watershed (Desert LCC) and the Little Colorado River watershed (Southern Rockies LCC). Topock Marsh is a large wetland adjacent to the Colorado River and main feature of Havasu National Wildlife Refuge (Havasu NWR) in southern Arizona. In 2010, U.S. Fish and Wildlife Service (FWS) and Bureau of Reclamation began a project to improve water management capabilities at Topock Marsh and protect habitats and species.
