This project builds upon existing data and collaborations to incorporate climate change and economic considerations into a decision support framework for prioritizing restoration of passage. Planned outcomes will help guide on-the-ground decisions in terms of adapting to anticipated climate effects, allocating limited resources for restoration, and providing tools that can be adapted across the NPLCC and beyond.

The Washington Connected Landscapes Project is a highly leveraged effort to provide scientific analyses and tools necessary to conserve wildlife habitat connectivity. In support of the project, we 1) developed tools necessary to reliably identify and prioritize areas important for connectivity conservation and restoration under current conditions and for allowing species range shifts under climate change; 2) tested and refined these tools by applying them in a Great Northern LCC (GNLCC)-funded effort to identify essential habitats and linkages for the Columbia Plateau Ecoregion where the WHCWG is currently engaged (connectivity and climate tools) and across Washington State (climate tools); and 3) released these...

This region-wide coordinated bird monitoring program, supported by state, federal, tribal, nongovernmental organizations, and two statewide bird conservation partnerships, is designed to provide spatially-referenced baseline data for science-based biological planning and conservation design for the Great Northern LCC and its partners that is directly comparable with other landscapes and BCRs. We are requesting a third year of funding to continue sampling in BCR10 Montana and Idaho to enhance our ability to make robust inference to bird populations on grassland, shrublands, and riparian systems. These data currently are being used by project partners to develop spatially-explicit models that will allow assessment...

The results of this proposed project would provide the first comprehensive identification of fisher distribution in the northern Rocky Mountains, which may serve as a baseline for identifying population trends and changes in distribution over time.A species distribution model will be constructed, using field data collected to date, that relates fisher presence observations to environmental variables (i.e., spring snow cover, minimum spring temperatures, annual rainfall, topographic position, elevation, and others). These environmental predictors will provide an indication of the contemporary distribution and environmental requirements of the species in the northern Rocky Mountains. Down-scaled global climate models...

The Confederated Salish and Kootenai Tribes (CSKT) will identify and implement the goals and objectives outlined in CSKT Climate Change Strategic Plan. This funding is part of a larger pool of resources to sustain and enhance the cultural, community, and conservation goals and values of the GNLCC. Through this effort the CSKT, its partners, and stakeholders will increase our understanding of regional and global climate change impacts. We will use our combined expertise and knowledge to help the people of the Flathead Nation and surrounding areas adapt and mitigate to climate impacts affecting us all.

A “gateway” using Data Basin technology has been developed to serve the data integration, collaboration and outreach needs of the NPLCC. The gateway will continue to be a customized interface of the Data Basin platform that includes special branding, curation of spatial content, and direct links to selected sites in support of projects funded by and for the NPLCC . Conservation Biology Institute will add to the “gateway” a spatial data visualization tool to showcase priority data from the Pacific Marine and Estuarine Fish Habitat Partnership.

The primary objective of the research is to develop a rule-based decision support system to predict the relative vulnerability of nearshore species to climate change. The approach is designed to be applicable to fishes and invertebrates with limited data by predicting risk from readily avialable data, including species’ biogeographic distributions and natural history attributes. By evaluating multiple species and climate stressors, the approach allows an assessment of climate vulnerability across habitat types and the impact of specific climate alterations as well as their cumulative impact. A website with a rule-based application for rockfish and crabs is availalble at http://cbrat.org/.

WDFW will use funds provided by the NPLCC to integrate climate change impacts and implications into our State Wildlife Action Plan (SWAP) Revision. We will secure appropriate expertise to review existing research and tools, including products prepared as part of the Pacific Northwest Vulnerability Assessment, and extract and apply information that is relevant to specific components of our SWAP. Our intent is to integrate climate change throughout the SWAP Revision. Our goal for the SWAP is to evaluate climate change threats and actions not as a stand-alone concept but in the context of existing stressors and conservation challenges. The intent of this project is to ask the so what questions. How should our conservation...

This project will assess impacts of climate change on stream resources by considering the role of thermal heterogeneity and altered hydrologic regimes. The project will look at streams in Washington, Oregon, and California to develop a case study that stream stewards and conservation planners can use to assess vulnerability for Pacific salmon.Successful adaptation strategies for freshwater biota will consider how spatial patterns in water temperature may respond to climate change. Using remotely sensed spatially continuous maximum water temperature data for~ 30 large rivers throughout the lower portion of the NPLCC, we will map locations of cold water patches, identify potential hydroclimatic and landscape drivers,...

A combination of focus groups and usability tests were used to explore the needs and preferences of a variety of NPLCC stakeholders as regards data management platform content, format, and features. This information was used to inform NPLCC decisions about how best to meet needs not currently met by LC MAP through adjustments or enhancements to LC MAP itself or by connecting stakeholders with other platforms or portals.

The Jamestown SKlallam and Port Gamble SKlallam tribes, and many other tribes in the PacificNorthwest, rely on ESA listed fish species for subsistence as well as cultural and economic practices.Concern has grown over the impacts climate change might have throughout the 21st Century ontraditional fishing areas. We will employ well validated hydrological numerical modeling methodologiesto project streamflow changes in five major fish-bearing streams and their tributaries in the NorthwestOlympic Peninsula in Washington State. Results from this study will be made available to tribal leadersand natural resource managers for planning purposes and to assess potential freshwater habitatvulnerability under a variety of plausible...

Our 2010 statewide connectivity analysis identified broad-scale priority areas for connectivity conservation. More detailed, finer-scale analyses will give land managers the information they need to begin prioritizing and implementing conservation actions. The Columbia Plateau (Appendix A, Fig. 1) was selected for the first ecoregional-scale analysis for two reasons. First, several climate models suggest that the Columbia Plateau Ecoregion in Washington is likely to be a stronghold of shrubsteppe ecosystems under climate change. Second, despite the high level of habitat loss and fragmentation in the ecoregion, our statewide analysis identified previously undocumented patterns and opportunities for multiple-species...

Despite extensive knowledge and data surrounding the status and threats to Yellowstone cutthroat trout there is currently no comprehensive framework for prioritizing conservation of populations and metapopulations (i.e., locations) and potential actions that could be taken in these locations to secure and expand populations, particularly in anticipation of climate change. Through our existing collaboration with state and federal management partners from Idaho, Wyoming, Utah, Nevada, and Montana, we propose to integrate existing information on Yellowstone cutthroat trout status and limiting factors in a spatially-explicit conservation priority framework adapted from a financial portfolio concept aimed at maximizing...

These protocols are intended to identify key questions to be addressed, preferred approaches to addressing these questions, and issues likely to be encountered by scientists studying impacts of wind energy development on sage-grouse. I discuss advantages and disadvantages of possible study designs. A full BACI (Before After Control Impact) design with five years of preconstruction data and at least five years of post-construction data that estimates fundamental demographic parameters and habitat selection over a distance gradient from wind facilities provides the strongest design. Research proposals considered for funding by the GS3C-Sage-Grouse Collaborative will be evaluated based on their abilities to adhere...
