As wind power development continues at a rapid pace in the United States, there is increasing interest in its economic impacts. Because good wind resources are typically far from electrical loads, wind power plants are often built in rural areas. The economic impacts that arise from building and operating a power plant can be significant but are often not considered by public utility commission processes. Although these impacts vary from state to state because of the differences in wind resource and state infrastructure, economic development from new wind provides important impacts from necessary power system expansion and should play a more prominent role in decision-making processes. This paper uses the National...
During the past three years, working with more than 150 organizations representing public and private stakeholders, EPRI has developed the Electricity Technology Roadmap. The Roadmap identifies several major strategic challenges that must be successfully addressed to ensure a sustainable future in which electricity continues to play an important role in economic growth. Articulation of these anticipated trends and challenges requires a detailed understanding of the role and importance of reliable electricity in different sectors of the economy. This report is intended to contribute to that understanding by analyzing key aspects of trends in the economic value of electricity reliability in the U.S. economy. We first...
This paper addresses two questions concerning the economics and prospects for nuclear power in the USA: 1) What is the long term economic future of nuclear energy? 2) Is the inability to solve the nuclear waste issue a factor that will limit new nuclear plant development? With respect to the first question, we find that the long term economic future of nuclear energy is uncertain, at best. Despite recent interest in a “nuclear renaissance,” objective, rigorous studies have concluded that, at present, new nuclear power plants are not economically competitive with coal or natural gas for electricity generation and will not be for the foreseeable future. With respect to the second question, we find that the inability...
As policy makers consider strategies to reduce greenhouse gas emissions, they need to understand the available options and the conditions under which these options become economically attractive. This paper explores the economics of carbon capture and sequestration technologies as applied to electric generating plants. The MIT Emissions Prediction and Policy Analysis (EPPA) model, a general equilibrium model of the world economy, is used to model two of the most promising carbon capture and sequestration (CCS) technologies. The CCS technologies are based on a natural gas combined cycle plant and an integrated coal gasification combined cycle plant. Additionally, the role of natural gas combined cycle plants without...

Forests are important in the global carbon cycle, forming a major sink for carbon. Deforestation is a significant source of carbon dioxide emitted to the atmosphere. There is some scope to enhance natural carbon sinks, and therefore reduce net emissions of greenhouse gases, through afforestation and conservation of existing forests. Such initiatives may be implemented to "offset" emissions of greenhouse gases from other sources. This may be undertaken by private companies, or by governments as part of bilateral agreements or multilateral arrangements. International carbon offsets may be cost effective in terms of reduction of carbon emissions achieved, and may also be one way to mobilise private capital to fund...
Waste frying oils (WFO) can be a good source for the production of biodiesel because this raw material is not part of the food chain, is low cost and can be used in a way that resolves environmental problems (i.e. WFO is no longer thrown into the sewage network). The goal of this article is to propose a method to evaluate the costs of biodiesel production from WFO to develop an economic assessment of this alternative. This method embraces a logistics perspective, as the cost of collection of oil from commercial producers and its delivery to biodiesel depots or plants can be relevant and is an issue that has been little explored in the academic literature. To determine the logistics cost, a mathematical programming...
To address climate change and other are sustainability imperatives, the private sector has launched various initiatives that are aimed to evaluate and reduce the impact throughout the life cycle of consumer products. Recently, multi-national retailers and manufacturers have initiated a unified approach in creating sustainable indexing programs for the products they make and sell. Often overlooked in addressing pressing sustainability imperatives such as climate change are the consumptive patterns and impact of consumer goods during the consumer use phase. This article presents an empirical study of the consumer use phase of laundry care with a specific focus on electricity consumption and carbon dioxide emissions....

High-temporal resolution meteorological output from the Parallel Climate Model (PCM) is used to assess changes in wildland fire danger across the western United States due to climatic changes projected in the 21st century. A business-as-usual scenario incorporating changing greenhouse gas and aerosol concentrations until the year 2089 is compared to a 1975 - 1996 base period. Changes in relative humidity, especially drying over much of the West, are projected to increase the number of days of high fire danger ( based on the energy release component (ERC) index) at least through the year 2089 in comparison to the base period. The regions most affected are the northern Rockies, Great Basin and the Southwest - regions...

SUMMARY This publication is intended to provide a framework for tri- and binational cooperation between Canada, the United States and Mexico that promotes the conservation and sustainable use of central North American grasslands. It does so by providing a trinational overview of information about the central North American grasslands and the conservation issues faced in the region. This contextual framework seeks to move the conservation agenda forward to the eventual development of a conservation strategy for the grasslands of North America that will integrate, build upon and enhance individual initiatives found in the three countries of North America that could complement each other.

This paper estimates the extra costs of drilling for oil and gas on federal land as compared to private land in the Wyoming Checkerboard. The Checkerboard is a center of U.S. oil and gas activity in which square-mile sections of property alternate between federal and private ownership as originally established by the Pacific Railway Acts of 1862 and 1864. This land ownership pattern is used as an experimental control that may be used to identify differences in drilling cost on federal and private land. Estimates presented suggest that average drilling costs per well are about $200,000 higher on federal property than on private property. This difference is attributed to more stringent enforcement of environmental...
Noise exposure is known to cause hearing loss and a variety of disturbances, such as annoyance, hypertension and loss of sleep. It is generally accepted that these situations are caused by the acoustical events processed by the auditory system. However, there are acoustical events that are not necessarily processed by the auditory system, but that nevertheless cause harm. Infrasound and low frequency noise (ILFN, <500Hz) are acoustical phenomena that can impact the human body causing irreversible organic damage to the organism, but that do not cause classical hearing impairment. Acoustical environments are normally composed of all types of acoustical events: those that are processed by the auditory system, and those...
Offshore exploration and production of oil and gas have increased significantly in the last decade. Computer models are used in emergency response, contingency planning, and impact assessment to simulate the behavior of oil and gas if accidentally released from a well, pipeline, or ship. There are two types of models used for this purpose-models that have both plume dynamics stage and the advection diffusion stage and models that are of simplified nature that has only the advection diffusion stage. This paper compares both types of models and shows what information are similar and what are different and under what conditions. The paper also examines in detail about different criteria that can be used as the transition...

The Conservation Effects Assessment Project (CEAP) is a multi-agency effort to scientifically quantify the environmental benefits of conservation practices used by private landowners participating in U.S. Department of Agriculture (USDA) and other conservation programs. Project findings will guide USDA conservation policy and program development and help farmers and ranchers to make informed conservation choices. The three principal components of CEAP — the national assessment, the watershed assessment studies, and the bibliographies and literature reviews — contribute to the evolving process of building the science base for conservation. That process includes research, monitoring and data collection, modeling,...

The US Department of Agriculture (USDA) National Agricultural Statistics Service (NASS) and the USDA Census of Agriculture (completed every five years, most recently in 2012) are primary sources of regionally detailed data concerning the productivity, economics, land use, and multiple other characteristics of agriculture and ranching in the United States. The county-level data on farmland irrigation provides one example of the many ways in which agriculture impacts, and is impacted by, natural resource availability and sustainability. This featured dataset is acres irrigated in farmlands, 2012. Available at: www.agcensus.usda.gov/Publications/2012/</pre>
This paper presents information relevant to rule-making for geopressuredgeothermal development on state-owned lands. The analysis is focused on those potential social and economic effects of resource development, if any, which may require special attention during the leasing and permitting process. For the most part, many of the expected socioeconomic impacts are not unique to geothermal development, but are already being felt by residents of the fairways because of ongoing developmental activities. The social and economic impacts likely to result from resource development depend upon characteristics specific to the site and surrounding social and economic systems. Specific impacts and their probability, magnitude,...
