Grassland birds have declined more rapidly than any other group of land birds in North America in the last 50 years, with populations of Spragues Pipit, Chestnut-collared and Thick-billed Longspur, and Bairds Sparrow having declined 65-94% during this period. Developing strategic conservation plans for grassland birds requires an understanding of their individual population ecology, along with their community dynamics amongst species. This report summarizes activities and data collection outcomes for Cooperative Agreement Award F16AC01182, specifically those research activities conducted as a multi-scale assessment of the effects of juniper removal on songbird, small mammal, and raptor/corvid species. In 2017, we conducted 270 surveys for songbirds, 10 surveys for small mammals, and 77 surveys for avian predators that potentially affect greater sage-grouse. To elucidate these potential “bottom up” effects of climate changes to Arctic ungulates and evaluate the trophic mismatch hypothesis, the Arctic Landscape Conservation Cooperative (ALCC), the Bureau of Land Management (BLM), the U.S. Geological Survey (USGS), Teck, Inc., and the National Park Service provided funding in 2012-14 to incorporate the calving and summer range of the Western Arctic caribou herd (WAH) into an ongoing inter-agency research and monitoring effort to examine the influences of climate change on the nutrient dynamics of caribou forages. The USGS and Arctic National Wildlife Refuge Staff operate and maintain a streamgage at Hulahula River near Kaktovik, Alaska. Data from this station is necessary to complement glacier mass-balance studies and provide information necessary to project stream flow regimes under various scenarios of climate change. This project includes operation, acquiring real-time data, analysis of the data, and internet access. The gauge continues to operate as of 2017.

The impact of agricultural drainage and resulting non-point source nutrient export on water quality is a growing concern across the entire Prairie Pothole Region. In Canada, the three Prairie Provinces (Alberta, Manitoba, and Saskatchewan) are currently revising and reviewing surface water management strategies and have recognized the need for wetland restoration and conservation to help maintain and restore water quality, and sustain watershed health. However, unlike the US portion of the PPR, there is no complete wetland inventory for the Canadian portion of the PPR. This project will conduct a synthesis of marine spatial data. An OPS staff will be hired to work with marine/coastal experts – to develop a Technical Advisory Group and gather data and input on the processes used in the marine assessment. Additionally, this project will identify key inland (terrestrial and freshwater) areas that currently have or may have in the future direct and indirect impacts on the health of the marine environment. A recent (2008-2012) outbreak of Geometrid moths has decimated subsistence berry harvest in South Central Alaska. This project will develop a risk model to predict where subsistence berry plants will be most resistant to Geometrid attack. We will translate existing modeled hydroclimatic data into metrics used for water crossing design and replacement. WDFW permits (Hydraulic Code Rules, Chapter 220-110 WAC) and provides technical guidance for construction of hundreds of fish passable culverts, a number which is expected to rise dramatically in response to a 2013 federal court injunction directing the state to repair thousands of culverts that inhibit salmon migration. Current WDFW design guidance does not account for changes in hydrology resulting from climate change. This project, with funding support by the North Pacific Landscape Conservation Cooperative andpartners, will address the need to better understand the impact that climate change will have on oursalmon subsistence resources in southeast Alaska. The Rainwater Basin wetland complex (RWB) provides critical spring migration habitat for millions of waterfowl annually. As the region was settled, the abundant wetlands were drained for agricultural purposes. The ephemeral nature of these wetlands and lack of contemporary data prompted the Rainwater Basin Joint Venture to acquire aerial photography on an annual basis. Imagery was collected during peak waterfowl migration in the spring of 2004 and annually from 2006 to 2021.
