A complete understanding of the resource consumption, embodied energy, and environmental emissions of civil projects in China is difficult due to the lack of comprehensive national statistics. To quantitatively assess the energy and environmental impacts of civil construction at a macro-level, this study developed a 24 sector environmental input-output life-cycle assessment model (I-O LCA) based on 2002 Chinese national economic and environmental data. The Southern Appalachian forest region of the U.S.-a region responsible for 23% of U.S. coal production-has 24 billion metric tons of high quality coal remaining of which mountaintop coal mining (MCM) will be the primary extraction method. Here we consider greenhouse gas emissions associated with MCM terrestrial disturbance in the life-cycle of coal energy production. The Missouri Geological Survey (MGS) mineral resource file collection is a one-of-a-kind collection, dating to the early 1900s, that contains unique geologic information not recorded elsewhere. This paper compares the potential contribution of solar electric power in the form of photovoltaics to meet future US energy demand with the projected volume of oil estimated to be available in the Arctic National Wildlife Refuge. Such a comparison has practical value since it directly addresses a key policy choice under consideration in the new century, namely, that between one of the most promising untapped oil deposits in the world and one of the most rapidly growing renewable energy options. Economic limits determine the threshold for profitable operations and are often considered from a conceptual perspective rather than as an object for empirical assessment. Evidence from cross-sectional growth regressions suggests that economies dependent on natural resource exports have had slower growth than resource scarce economies. Explanations for this "curse of resources" focus on institutional and market failures caused by resource abundance. With a simple two sector model exhaustible resource model, we demonstrate that the correlation between growth and natural resource abundance can be negative in the absence of market and institutional failures.
