The National Forest Management Act (NFMA) of 1976 requires every national forest or grassland managed by the U.S. Forest Service to develop and maintain a Land and Resource Management Plan (often referred to as a forest plan). The forest plan is the principle long-range guidance document for each forest or grassland, providing direction for project and activity decision making. Forest plans articulate goals and objectives, the kinds of uses that are suitable for areas of a national forest, management standards and guidelines that apply to different kinds of activities, and the designation of special areas like Research Natural Areas. Forest plans are strategic in nature and do not compel any action or authorize...

In 2005, the New Mexico Bureau of Land Management (BLM) launched the Restore New Mexico initiative with the goal of restoring disturbed lands on a landscape scale through an ambitious partnership approach. What began as a concept has become a widely-successful restoration and reclamation program involving numerous agencies, organizations, ranchers and industry groups. Landscape restoration in New Mexico has focused on controlling invasive brush species, improving riparian habitat, reducing woodland encroachment, and reclaiming abandoned oil and gas well pads. In many areas, historic overuse of the land has transformed fragile desert grasslands and open woodlands into virtual wastelands of creosote and mesquite,...

Executive Summary: Fisheries data compilation efforts for this project fell within two large watersheds in Arizona; the Verde River watershed (Desert LCC) and the Little Colorado River watershed (Southern Rockies LCC). We divided the project into two phases; 1) data compilation for the Arizona Game and Fish Fisheries Information Systems (FINS) and 2) a demonstration of FINS through model development and species distribution data. During phase 1, we compiled, cleaned, assigned National Hydrography Dataset (NHD) reach codes to historical data for 113,230 fish records in the Verde River watershed and 43,828 fish records from the Little Colorado River watershed. These records were standardized to meet the Arizona Game...

Overgrazing and fire suppression have led to a loss of deep soils and vegetative cover in the 420,000 acre Alamosa Creek watershed in southwestern New Mexico. Rain and snow melt are no longer held by the soils and released slowly, but run off in floods, resulting in catastrophic flows and severe erosion that contribute sediment to Elephant Butte Dam. The diverse community of farmers that irrigate 800 acres of valley land on 49 farms in Cañada Alamosa are looking to revive traditional and develop innovate new practices to maintain their way of life. Partnerships are required to design new land management practices between scientists and local land managers. This project is a component of a larger Alamosa Land Institute...

Sky Island grasslands of central and southern Arizona, southern New Mexico and northern Mexico form the “grassland seas” that surround small forested mountain ranges in the borderlands. Their unique biogeographical setting and the ecological gradients associated with “Sky Island mountains” add tremendous floral and faunal diversity to these grasslands and the region as a whole. Sky Island grasslands have undergone dramatic vegetation changes over the last 130 years including encroachment by shrubs, loss of perennial grass cover and spread of non-native species. Changes in grassland composition and structure have not occurred uniformly across the region and they are dynamic and ongoing. In 2009, The National Fish...

BLM’s Resource Management Plans (RMPs) form the basis for every action and approved use on the public lands. The BLM prepares RMPs for areas of public lands, called planning areas, which tend to have similar resource characteristics. Planning emphasizes a collaborative environment in which local, state, and tribal governments, the public, user groups, and industry work with the BLM to identify appropriate multiple uses of the public lands. Plans are periodically revised as changing conditions and resource demands require. RMPs are used by managers and the public to accomplish the following: Allocate resources and determine appropriate multiple uses for the public lands; Develop a strategy to manage and protect...
Final Report Abstract: More than half of the world’s population relies upon monsoonal rainfall that supports agriculture. While in many locations climate change is resulting in less moisture from fewer winter storms and more intense summer precipitation events, rural working landscapes (agricultural managed systems) are struggling to recover from increasingly extreme droughts and floods. The Cañada Alamosa watershed, a 420,000 acre in southwestern New Mexico (see figure 1), faces contemporary resource challenges common to the Southwest; overgrazing and fire suppression have led to a loss of deep soils and vegetative cover. This area’s traditional cultural practices of managed stormwater flooding of the historic...
