This sampling frame is a set of grid-based finite-area frames spanning Canada, the United States, and Mexico. The grid for the United States is broken into individual grids for the continental United States, Hawaii, and Puerto Rico. Alaska is combined with Canada into a single grid. Each country/state/territory extent consists of four nested sampling grids at 50x50km, 10x10km, 5x5km, and 1x1km resolutions. This shapefile contains summaries of habitat condition indices (HCI scores) from the National Fish Habitat Action Plan (NFHAP) 2010 National Assessments for 12 digit Hydrological Unit Codes (HUC12s) of the United States. Initial HCI scores were developed in three separate assessments (Conterminous U.S., Hawaii, and Alaska) due to differences in data availability across these regions. In the NFHAP 2010 Alaska assesment HCI values were already attributed to HUC12s. For this reason values for Alaska in this shapefile are identical to those represented in the Alaska assessment. The travel time map was generated using the Pedestrian Evacuation Analyst model from the USGS (https://geography.wr.usgs.gov/science/vulnerability/tools.html). The travel time analysis uses ESRI's Path Distance tool to find the shortest distance across a cost surface from any point in the hazard zone to a safe zone. This cost analysis considers the direction of movement and assigns a higher cost to steeper slopes, based on a table contained within the model. The analysis also adds in the energy costs of crossing different types of land cover, assuming that less energy is expended walking along a road than walking across a sandy beach.
