California’s Central Valley is a nexus for water resources in the state, draining the Sacramento and San Joaquin River watersheds. Urban centers, agricultural operations, and the environment all compete for limited water, and demand is expected to only increase as the population grows and agriculture intensifies. At the same time, the water supply is projected to decrease as temperatures rise, precipitation patterns change, and the frequency of extreme droughts increases. The Arkansas River Shiner (ARS), Notropis girardi, is a federally threatened minnow that now occurs natively in modest numbers only in the South Canadian River, following decades of range contraction and population losses. The remaining populations are at increasing risk as global change is expected to impact the upper and middle South Canadian River with a rise in temperature as much as 4-6 F and a decrease in precipitation from 10 to 35 % in this century. In FY12, hydrogeomorphic methodology was being applied along 670 miles of the Missouri River from Decatur, Nebraska to St. Louis, Missouri. In FY15, additional resources extended the HGM up river to Gavin’s Point Dam, West Yankton, South Dakota (approximate river mile 811), the location of the most downstream mainstem dam; thus encompassing the entire free flowing reach of the Missouri River and increasing the study area by approximately 800,000 acres. Using this method, engineers and ecologists will incorporate state-of-the-art scientific knowledge of ecological processes and key fish and wildlife species to identify options by which to emulate natural hydrologic and vegetation/ animal community dynamics. Reduced to its most fundamental level, the management problem addressed by this project is the basic conflict between the fact that fish need water and the reality that the amount and quality of the water available has been dramatically altered by human activities. For fishes dependent upon specific flows for successful reproduction, the quality and quantity of available water are likely the primary determinants of habitat quality. Playa wetlands are critical resources of the Great Plains, providing a range of ecological functions such as groundwater recharge, surface water storage, wetland habitat, and sediment filtering. As land cover has been converted from native grassland to cropland, playa ecological functions appear to have been dramatically impacted due to increased sediment delivery.
