The Marcellus Shale Energy and Environment Laboratory (MSEEL) site is a long-term field site and laboratory at the Northeast Natural Energy LLC (NNE) production facility, adjacent to the Monongahela River, located in western Monongalia County, West Virginia, USA. NNE began drilling two horizontal production wells, MIP (Morgantown Industrial Park) -5H and MIP-3H, in the Marcellus Shale in 2014. The wells were completed in December 2015. In this report estimates are presented of the impact of the passage of five recently proposed "acid rain" bills on electric utility costs for coal- burning utilities servicing the domestic aluminum smelting industry, and on the costs of production for affected aluminum smelters. As aluminum smelting is an energy- intensive industry, domestic increases in electricity prices could affect the industry's competitiveness. Energy costs in U.S. aluminum smelting are compared to aluminum smelting energy costs in the rest -of- the -world. Governmental policies affecting these energy costs are discussed.

The vaporization thermodynamics of the aluminum- silicon carbides A14SiC4 and Al8SiC7 were studied by the Bureau of Mines over the temperature range of approximately 1,500 to 1,700 E Vapor pressures were measured by a Knudsen effusion -mass spectrometry technique in which powdered samples were effused from graphite crucibles through small orifices. For each con pound, a total of six orifice diameters was tested to verify equilibrium within the cell. Aluminum, mass number 27, was the only vapor species detected over the range 4 to 200 amu. For electric utilities serving the aluminum smelter industry in the United States, sulfur oxide (SOx) abatement legislation could bring about increases in the costs of generating electricity. This paper documents the method and assumptions used in estimating these increases, and the contains the results of the estimation.
