The seemingly irresistible growth of motorised transport and its environmental effects have led the NRP to also put mobility and transport (M & T) on its agenda. NRP questions are focused on psychosocial factors and mechanisms underlying the popularity of motorised transport, and on technical as well as behavioural measures and strategies to reduce global air pollution stemming from mobility and the use of motor vehicles. In Phase 1 of the programme, five NRP-funded Mssss & T projects have been conducted. Together with one or two related projects, these will be briefly summarised and commented upon. General observations, conclusions and some suggestions will be provided at the end of this paper.
Models that treat innovations to the price of energy as predetermined with respect to U.S. macroeconomic aggregates are widely used in the literature. For example, it is common to order energy prices first in recursively identified VAR models of the transmission of energy price shocks. Because exactly identifying assumptions are inherently untestable, this approach in practice has required an act of faith in the empirical plausibility of the delay restriction used for identification. An alternative view that would invalidate such models is that energy prices respond instantaneously to macroeconomic news, implying that energy prices should be ordered last in recursively identified VAR models. In this paper, we propose...
The purpose of the pilot project is to trial different methods and vendors of wind power forecasting to determine the best approach to forecasting wind power in Alberta in the future. Three vendors were chosen with global forecasting experience; AWS Truewind (New York), energy & meteo systems (Germany), and WEPROG (Denmark). Each vendor will forecast for 12 geographically dispersed wind power facilities for a year (May 07 to May 08) providing a forecast covering the next 48 hours refreshed hourly. ORTECH Power was chosen to perform the quantitative analysis of the results analyzing methods, timeframes and geographical locations. Phoenix Engineering was chosen to collect all the necessary meteorological data required...

In 1982-1983, a 70 ha energy forest project was established in an arable landscape in southern Sweden. Many aspects of the energy forest system were investigated. This paper reports mainly on the aesthetic impacts of the project at a landscape level. One effect is an increasing variation in the views and the aesthetic values of the arable land. The Salix crops introduce new colours into the arable landscape. The green colour of the Salix fields lasts longer in the autumn. Also, from year to year a spatial Variation appears. The increasing wildlife shelter seems to make the fauna richer. Viewed as an energy crop only, the commercial competitiveness of energy forests is often low. However. if the benefits of energy...
Until large numbers of bat fatalities began to be reported at certain North American wind energy facilities, wildlife concerns regarding wind energy focused primarily on bird fatalities. Due in part to mitigation to reduce bird fatalities, bat fatalities now outnumber those of birds. To test one mitigation option aimed at reducing bat fatalities at wind energy facilities, we altered the operational parameters of 21 turbines at a site with high bat fatalities in southwestern Alberta, Canada, during the peak fatality period. By altering when turbine rotors begin turning in low winds, either by changing the wind-speed trigger at which the turbine rotors are allowed to begin turning or by altering blade angles to reduce...

The pricing of particular fuels, such as electricity, gas and oil, should be considered in terms of the development of pricing policies for the energy sector as a whole. The pursuit of an efficient allocation of resources will require that energy prices are related to their marginal costs. This simple prescription may have to be modified to allow for the achievement of other objectives, such as profitability and income distribution.
Important policy issues concerning the mitigation of impacts from construction and development affecting wetlands are under examination by the U.S. Congressional Office of Technology Assessment, the Environment and Public Works Committee of the U.S. Senate, and the National Wetlands Technical Council. The issues divide into two main parts: (1) how the current strategy to simplify federal regulation of wetlands is limiting the success of mitigation; and (2) how to change the present strategy for mitigation under the U.S. Clean Water Act, if at all. Requirements for site-specific analysis of impacts and their mitigation requirements are being replaced by simple, uniform national guidelines on impact mitigation; these...
The timely development of the nation's energy production capacity in a manner that minimizes potential adverse local and regional impacts associated with energy facilities requires the use of sophisticated techniques for evaluation of siting alternatives and fuel cycle options. This report is a documentation of the computerized SITE methodology that has been developed for evaluating health, environmental, and socioeconomic impacts related to utilization of alternate sites for energy production within a region of interest. The cost, impact, and attribute vectors, which are generated and displayed on density maps, can be used in a multiparameter overlay process to identify preferable siting areas. The assessment of...
Firm estimates have been given of the oil, gas and gas-liquid reserves that Mexico is likely to develop in the next decade or more. But the decision has yet to be made as to how fast and how far its energy resources should be developed. One faction, including the Pemex technocrats, believe that foreign capital should be utilized with all speed, to accelerate Mexico's export of energy products, especially to the US. Another group argues that the development of domestic and agrarian enterprises should be granted a higher priority. The resolution of the debate, and the recovery of the world oil market, will determine whether Mexico will become one of the richest or the most unstable of the oil exporters in the Third...

The National Aeronautics and Space Administration, working with members of the scientific community, has determined that early manned lunar exploration will be oriented primarily to investigations in the geosciences. Exploration by man on the lunar surface will, therefore be geological, geophysical, geochemical, geochemical, and surveying in nature, and will be directed to the physical and chemical characteristics of the lunar crust, and to measurements that will furnish data pertinent to understanding the physics of the Moon. Scientific exploration of the Moon will provide information fundamental to understanding the origin and composition of the Solar System, and engineering data important to the design of specific...

The Wyoming wind turbine data set was developed for the project "Seasonal predictive habitat models for Greater Sage-grouse in Wyoming". This project is aimed at developing spatially-explicit seasonal distribution models for Sage-Grouse in Wyoming, which will provide resource managers tools for conservation planning. These specific data are being used for assessing the impact of disturbance resulting from wind energy development within Wyoming on sage-grouse populations. Additionally, this data will also support the Wyoming Landscape Conservation Initiative (WLCI). WLCI is a long-term, science-based, collaborative effort to ensure that the Southwest Wyoming's wildlife and its habitats are sustained over time with...

The SRLCC provided funds to the states of Arizona and New Mexico to support development of the states Crucial Habitat Assessment Tools (CHATs) which provide a decision support system to better incorporate wildlife values, sensitive animals and plants, and important ecosystem features into land use decision-making to reduce conflicts and surprises.Several states have released wildlife mapping tools that are the foundation for displaying crucial wildlife and corridor information. The state and regional CHATs are non-regulatory, and give project planners and the general public access to credible scientific data on a broad scale for use in project analysis, siting and planning. This includes large-scale development...
